Proposed Carbon Monoxide(CO)Emissions Testing of Diesel-Fired Peak Shaving
Generator ES-14 by Integrity Air Monitoring, Inc. October 19, 2021
Dear Ms. Miller:
Integrity Air Monitoring(Integrity)proposes EPA Method 3A for oxygen(02) and EPA Method 10 for
CO emissions testing of generator ES-14. The proposed emissions testing is acceptable for demonstrating
compliance with the applicable regulations.
ES-14 is a diesel-fired peak shaving generator controlled by diesel oxidation catalyst CD-14. The
generator is rated at 764 horsepower maximum capacity. 40 CFR 63 Subpart ZZZZ National Emissions
Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines
applies and specifies CO emissions shall be reduced by 70%or more using an oxidation catalyst or no
more than 23parts per million by volume corrected to 15% oxygen(ppmvd@15%02). Permit condition
2.1.C.3 states the temperature of the catalyst inlet should be maintained at>450 OF and<1350 OF. The
pressure drop across the catalyst should be maintained±2 inches of water at 100%load±10%from the
pressure drop that was measured during the most recent performance test. Integrity proposes testing at
the inlet and outlet of the catalyst with the differential pressure across the catalyst,temperatures, and
engine output being recorded every 15 minutes. The CO and 02 measurements should be dry and the
engine should be tested at f10%of maximum load.
The proposed emissions testing is acceptable. Approval of the protocol does not exempt the tester from
the minimum requirements of the methods. Deviation from the methods remains subject to approval by
