The facility was operating at the time of inspection but I did not observe any trucks loading or unloading.Mr.Hodges stated that there have been no changes since the time of last inspection and he provided me with production logs from 2017 to current: Bushels 2017 2018 2019 2020 Corn received *N/A *N/A 1,725,812 1,641,999 Corn shipped 1,596,382 1,354,718 Soybean received 0 96,501 Soybean shipped 48,678 51,190 Wheat received 67,763 186,639 Wheat shipped 127,986 185,315 Other received 0 0 Other shipped 0 0 Corn dried 1,029,802 1,424,780 Soybeans dried 0 49,777 Wheat dried 0 38,924 Fuel combusted 47,480 gallons LP gas 82,785 gallons LP gas * I scanned the hardcopy logs and threw them away without checking my scan first...2017 and 2018 are impossible to read on my scan. I did review the logs on site and they were well within their prescribed limits and they are available for review with the facility if needed. Mr. Hodges took me around the facility and I observed that all equipment appeared well maintained. I did not observe any odors, visible emissions(VE)or fugitive dust during my visit. Regulatory Review: 2D. 0515-Particulates from Miscellaneous Industrial Processes Particulate matter emissions shall not exceed the allowable emissions rate. The facility is performing proper operation and maintenance of their sources and the most recent permit review on June 6,2014 indicated compliance. Since that time, source ES-5 was added. I observed the source and it appeared well maintained and records of maintenance were available for review. Compliance is indicated 2 https://ncconnect.sharepoint.com/sites/DAQ-WaRO/Facilities/BeaufortO7/00070/202 l 0723.a l 6.docx 2D.0516—Sulfur Dioxide Emissions from Combustion Sources Sulfur dioxide emissions from the combustion sources shall not exceed 2.3 pounds per million Btu heat input. Both dryers burn LP gas, which produces negligible sulfur dioxide emissions. Compliance is indicated 2D.0521 - Control of Visible Emissions Visible emissions from permitted sources shall not be more than 20%opacity when averaged over a six-minute period. No VE were observed and we have not received any complaints regarding VE since the time of last inspection. Compliance is indicated 2D.0535-Excess Emissions Reporting and Malfunctions There are no reports of equipment malfunctions that would result in excessive emissions requiring more than four hours to repair. Compliance is indicated 2D.0540—Particulates from Fugitive Dust Emission Sources "Fugitive dust emissions"means particulate matter from process operations that does not pass through a stack or vent and that is generated within the facility property from activities such as:unloading and loading areas, process areas stockpiles, stock pile working, facility parking lots, and facility roads(including access roads and haul roads). No fugitive dust emissions were observed and no complaints regarding fugitive dust have been received since the time of last inspection. Compliance is indicated 2D.1806- Control and Prohibition of Odorous Emissions The facility shall not operate without implementing management practices or installing and operating odor control equipment sufficient to prevent odorous emissions from causing or contributing to objectionable odors beyond this facility's boundary. No odors were detected at the time of inspection and no complaints regarding odors have been received since the last inspection. Compliance is indicated 112(r)Applicability: The facility does not store applicable volumes of 112(r)materials. Compliance History:No Notices of Deficiency(NOD)or Violation(NOV)have been issued in the last five years. Conclusions,Comments, and Recommendations: The facility appeared to operate in compliance with all applicable air quality regulations and permit conditions at the time of inspection.
