Directions: From Mooresville take 1-77 North to Statesville,take I-40 West,and take US Highway 64
West to Taylorsville. The facility is located on the right approximately 5 miles past Taylorsville at 2750
Highway 64-90 West.
Safety Equipment: Safety glasses and steel toe shoes are recommended for an inspection at this facility.
Safety Issues: None.
Facility LAT/Lon2: A review of the facility's coordinates on "Maps of DAQ Regulated Facilities"
indicates the facility's latitude and longitude coordinates are accurate.
Email Contacts: The facility email contacts were checked, and no updates were needed.
1. The purpose of this site visit was to conduct a routine air quality inspection. This facility saws
and planes dimension lumber from green (> 19% moisture) or air dried (< 19% moisture), raw
wood stock (rough lumber). The facility is currently operating 2 to 4 hours per day, Monday
through Thursday. This operation employs 5 people. Jim Vanwormer of this office and I arrived
at approximately 11:00am on July 7, 2021. Mr. Tony Sipe, Plant Manager, accompanied us
during this inspection and provided records.
2. Facility Contact Information:
During the inspection, I verified and updated the facility contact information in IBEAM. No
changes are needed.
3. Compliance history file review:
The facility received an NOV on June 26,2020 for failure to perform maintenance on the cyclone
(ID No. CD-1)within a 12-month time frame.

Observed: The enclosed trailer is no longer on site at the facility. The cyclone is used as the primary
control device. Collected woodwaste drops from the cyclone into a dump truck. The planer,re-saw, and
trailer were not operating at the time of the inspection.

6. Observations of air emission sources and control devices not listed on the current permit:
a. None noted.
7. Compliance with specific permit conditions and limitations:
a. Condition A.2. — 15A NCAC 2Q .0304 "Permit Renewal and Emissions Inventory
Requirement". At least 90 days prior to the expiration date of the permit, the Permittee
shall submit the air pollution emission inventory report. The report shall be submitted to
the Regional Supervisor, DAQ. The report shall document air pollutants emitted for the
2021 calendar year.
Observed: The permit expires on April 30, 2023. No action is required at this time.
Compliance is indicated.
b. Condition A.3. — 15A NCAC 2D .0512 "Particulates from Wood Products Finishing
Plants". Provide adequate duct work and properly designed collectors to control
woodworking particulates.
Observed: Wood particulate appeared to be properly controlled. The cyclone and
ductwork are old,but they appear to be properly maintained. Compliance is indicated.
C. Condition A.4. — 15A NCAC 2D .0521, "Control of Visible Emissions". The facility is
limited to 20 percent opacity.
Observed: No visible emissions were observed at the facility. Compliance is indicated.

d. Condition A.S. — 15A NCAC 2D .0535 "Notification Requirement". Notify DAQ of
excess emission that last more than four hours that result from a malfunction, a
breakdown of process or control equipment or any other abnormal conditions.
Observed: Mr. Sipe indicated that there had been no excess emissions to report.
Compliance is indicated.
e. Condition A.6. - 15A NCAC 2D .0540 "Particulates from Fugitive Non-process Dust
Emission Sources" requires the facility to develop and submit a fugitive non-process dust
control plan if the facility cause or contribute to substantive dust complaints.
Observed: No complaints have been received regarding fugitive dust from this facility
during the last 5 years. No fugitive dust emissions were observed during the inspection.
Compliance is indicated.
f. Condition A.7. — 15A NCAC 2D .0611 "Cyclone I & M Requirements." Conduct an
annual inspection of the cyclone. In addition, perform periodic inspections and as
recommended by the equipment manufacturer and list corrections made and dates of
actions in a logbook
Observed: Annual inspections were conducted most recently on May 5, 2020, and
January 6, 2021. Logbook notes are being properly maintained. The facility is now doing
semiannual inspections on the cyclone to ensure compliance with the air permit.
Compliance is indicated.
g. Condition A.B. — 15A NCAC 2D .0611 "Enclosed Trailer I&M Requirements." Conduct
an annual inspection of the trailer loading system. In addition, perform periodic
inspections and as recommended by the equipment manufacturer and list corrections
made and dates of actions in a logbook
Observed: The enclosed trailer is no longer on site at the facility. Mr. Ralph Sipe,planer
manager, indicated that the equipment had been gone for at least a year. Compliance is
indicated.
8. NSPS/NESHAP Review
The plant does not have any boilers, gas tanks, generators, or fire pumps located on the property.
Therefore,they are not subject to any NSPS or NESHAPs.
9. Summary of changes needed to the current permit:
Remove the enclosed trailer(ID No. CD-2)from the permit.

11. Section 112(r)applicability:
This facility does not appear to be subject to the requirements of the Chemical Accident Release
Prevention Program, Section 112(r)of the Clean Air Act.
12. Compliance determination:
Based on my observations, this facility appeared to be in compliance with the applicable air
quality regulations at the time of the inspection.
