Directions: The plant is located on US Highway 191741129 about three miles west of the town of Andrews.
This facility manufactures outboard motors and was formerly owned and operated by Outboard Marine Corporation
(OMC). OMC filed for bankruptcy around the end of 2000 and closed all of its North Carolina facilities, including
the Andrews plant. Bombardier purchased all of OMC's manufacturing operations in January of 2001. The plant
was closed for approximately six months during the transfer of ownership. Bombardier re-opened the plant and
resumed production on a limited basis on or about June 1,2001. Later,this facility changed names from
Bombardier Motor Corp of America to BRP US,Inc. On March 29,2005,BRP was purchased by TEAM
industries. The facility no longer manufactures parts for outboard motors due to the bankruptcy of two major
producers,however they have diversified and the majority of their production is parts for Polaris off-road vehicles,
landing gear parts for Boeing Corporation, and parts production for Harley Davidson. TEAMS had closed for three
months in 2020 due to Covidl9 but have run continuously in 2021 with Mr.Yonce estimating production at 80%
capacity.
On June 11,2021,I met with Mr.Terry Yonce to inspect the facility. The facility did not have any Covidl9
restrictions and face covering were not required inside. Mr.Yonce stated that there have been no changes to the
facility since the last inspection. The facility is permitted for the following items:

Metal Hardening Operation:
a. One RX-Gas generator(6000 Standard cubic feet per hour maximum gas generation capacity,
equipped with two propane-fire burners rated at 120,000 Btu per hour,each;ID No. RX1),
and
b. Five electric hardening-furnaces(each equipped with a propane-fired flame curtain rated at
1.5 million Btu;ID Nos.F 1 through F5)
The RX-Gas generator all five of the furnaces were in operation according to Mr.Yonce. The
process uses an RX gas atmosphere. This RX gas is generated by passing propane and air across a
heated catalyst which is also fueled by propane. The mixture does not combust but is thermally
degraded by heat and the catalyst to a gas mixture composed of approximately 40%N2,40%H2
and 20%CO. The RX generator(ID No. RX I,ref. 8/8/2001 inspection report)has two propane
burners,each rated at 120,000 Btu per hour. Both generators can produce 6000 acf of RX gas per
hour. RX gas is piped into the heat treat ovens. It is not initially combusted but passes through
the ovens. It is combusted in either the flares or the flame curtain has it passes out of the oven.
Each hardening-furnace has a flame curtain,rated at 1.5 million Btu. The electric hardening-
furnaces(ID Nos.F4 and F5)and the RX generator(ID No. RX 1)were installed in November,
1999 as new.
Metal Polishing Operation:
Three metal polishing operations(006)controlled by three wet downdraft scrubbers three wet
downdraft scrubbers (with 12,000 acfm airflow rate, 1.2 gallons per minute water flow rate(CD-
WSI-3)
The facility polishes a variety of gear casings which are made from aluminum and uses a wet
scrubber instead of a bagfilter because aluminum dust is flammable and can even be explosive
under the right conditions.
This process was in operation with no visible emissions observed from the exhaust.
Electrodeposition process:

Facility keeps electronic records of inspection and maintenance activities. Inspection records indicate that
the most recent inspection of the scrubbers was performed on December 7,2020.
Control and Prohibition of Odorous Emissions 15A NCAC 2D .1806
No odors were observed at property boundary.
Review of Insignificant/Permit Exempt Equipment
1. One Propane-fired Boiler(rated at 1.8 million Btu per hour, ID No. 15),
This boiler was removed with the removal of the Electrodeposition process.
2. Two Propane-fired Draw Furnaces(rated at 0.75 million Btu per hour,each; ID Nos. DF 1 and
DF2),
These furnaces are used to heat treat metal parts which come from the hardening furnaces. These
furnaces use heat only(no RX atmosphere is used)to relieve internal stress and strain(brittleness)
in the crystalline structure of the steel subsequent to the hardening process. These furnaces were
not observed during the inspection.
3. Propane-fired Parts Washer(2.0 mmBtu Hot water heater)
It was not observed in operation and only operates approximately 1 hour/day.

Conclusion
This facility appeared to be operating in compliance with Air Permit No. 5805R12.
