Safety Equipment: Safety glasses are required. Hearing protection and steel toe shoes are recommended for an inspection at this facility. Safety Issues: This is a maximum security correctional facility(prison) for men. The inspector will be in contact with inmates in the woodworking and wood finishing areas of the plant. Therefore, it is recommended that only male DAQ staff inspect this facility. Also,the Department of Corrections requires a photo ID to enter the facility. The ID must be a valid driver's license,not a DENR ID Card.No cell phones,pagers,weapons,knives,metal objects(except clip boards), etc. are allowed in the facility. The inspector is subject to search prior to entering the facility. The facility contact should be called prior to the inspection to assure that they will be at the plant. Facility Latitude/Longitude Coordinates: A review of the"Facilities Regulated by Air Quality"on the DAQ website indicated the facility's location is accurate and matches the facility's latitude and longitude coordinates listed in IBEAM.No changes to the latitude and longitude coordinates of this facility are needed in IBEAM. Email: The email addresses of each contact were verified.No changes were needed in IBEAM. Inspection• 1. The purpose of this site visit was to conduct a routine air quality compliance evaluation. The facility is a maximum-security prison that employs inmates to manufacture wooden furniture for state agency use. Mr. Tass Jansen is the furniture plant manager. He should be contacted by email or telephone to arrange an inspection.No cell phones are allowed inside the facility. 2. Facility Contact Information: The contact information in IBEAM was verified. Compliance history file review: No problems have been noted in the last five years by DAQ,prior to this inspection. The current compliance status is discussed in the following sections. 4. Source Observations: This facility has a baghouse(3,957 square feet of filter area)to control the emissions from the woodworking operations. The facility also has three dry-filer paint spay booths. I did not observe any visible emissions or fugitive dust from these sources. The facility is keeping a record of maintenance on the baghouse(dust system)via receipts from the NC E-Procurement system. During the 2018-2021 timeframe,many upgrades and maintenance activities were logged; including,but not limited to, a new Magnahelic gauge being installed, a new rotary air lock being installed, and socks being replaced on the baghouse. The facility uses an outside vendor, Associated Metal Works out of Harmony,NC to conduct their annual internal inspection of the baghouse system. An inspection form is filled out by the company and kept on file by Mr. Jansen. The most recent inspections were conducted April 20,2021,November 16,2020,April 13,2020, and November 18,2019. Registration Qualification: Based on information in the registration application,previous emissions inventories, and previous permit reviews,the actual emissions from the woodworking operations and air makeup units are very small and will add less than one ton to the facility-wide actual aggregate emissions. In 2015, 81,898 bd/ft of lumber was processed, and 2,310 gallons of finish product was used. The 2,310 gallons of finish product amounted to 5.84 tons of VOC's,which was used in determining the registration status. Using the highest throughput numbers over the past three years, a VOC emission rate of 2,818 gallons of finish product(22%increase from 2015)can be assumed), which would amount to 7.12 tons. This increase in production and product usage should not bring the facility over the 25 tons per year cumulative emission threshold to require a permit. Therefore,this facility appears to be eligible to continue as a registered facility. NESHAP/NSPS Review: The facility has no generators, fire pumps,boilers, or gasoline storage tanks. Therefore,the facility is not subject to NESHAP Subpart 4Z,NESHAP Subpart 6J, or NESHAP 6C. 7. Compliance determination: Based on my observations,this facility appeared to be in compliance with the air quality rules (213 .0202—record keeping; 2D .0512-particulates from wood products finishing plants 2D .052 1-visible emissions; 2D .0535 —excess emissions; 2D .0540-fugitive dust emissions; 2D .0958-work practice standards)outlined in the registration at the time of this inspection.
