After crossing Gales Creek,turn left onto Hibbs Rd. (There's a Shell station on the comer.) At the end of Hibbs Rd.,turn right onto Hwy. 70. The first left is E. Chatham St. After that, make an immediate right onto Herring Smith Ln. (dirt) Go to the end and cross the railroad tracks. The site is to the left. There's a gate. If it's open,proceed to the office building (under construction). Steel toed boots are a good idea. This property is the old Styron LCID site. The ACI(air curtain incinerator) is located between the two mounds. It consists of a pit with a 30 foot wide air manifold made by Air Burners. The manifold blows a"curtain"of air across the pit to the far wall. If set up right,the air rolls under and recirculates particles for more complete combustion and lower opacity. He is running the ACI. Alonzo Collins was there for part of the inspection. The inspection was announced due to the pandemic. The ACI started up on April 20`h. They are keeping the required logbook. Burning is intermittent and is in the 10-20 tons per day range. The debris is weighed as it is loaded into the pit. They are receiving vegetative debris from the area and staging it to burn. They are also digging up some of the LCID operated by Mr. Styron and burning that vegetative material. The ash from the pit is mixed with dirt from the LCID and sold to fanners. Kevin said they are not burning any non-vegetative material such as telephone poles or concrete that may come out of the LCID. There was a pile of rejected bum material onsite. The opacity was 10%. Kevin had stopped adding material for the day because the wind shifted towards the neighborhood to the SW of them. Their plan is not to burn when the wind could impact the neighborhood. The rest of the area around the site is farmland and woods. They do have a wind sock. Testine A Method 9 test is required within 180 days of start-up. Based on the start-up date,this is October 17a'. They have not tested yet. The requirements were discussed, and I gave them information about getting certified to read smoke and getting signed up for the next class in November. They did not get certified in the Spring due to Covid according to Alonzo. Compliance History The facility has not received any NOD's,NOV's, or NRE's. Conclusions, Comments, and Recommendations The facility appeared to be operating in compliance with their air permit at the time of the inspection.
