Travel 27.3 miles and turn right onto Edison Rd.NW. The exact location of this proposed concrete plant is directly behind Barnhill Contracting Company's former asphalt plant location and directly in front of the Thomas Concrete, Inc. concrete plant. 1. Contact was made with Mr.John Chiulli,General Manager. John Chiulli is also the contact and General Manager of Southport Concrete Corporation (Premise No. 1000094, Air Permit No. 8605R07). 2. Cape Fear Concrete may operate a concrete batch plant that consists of one split silo for cement storage(70%)and flyash(30%),one weigh hopper,and one truck load-out process. Everything will be connected to a central dust collector. 3. Cape Fear Concrete is currently still not operating. The site is vacant. However, site work (land clearing, storm water, etc.) for the plant location was completed. Mr. Chiulli said that he currently has no plans to put a plant at this location. A previous downturn in the Page 2 of 3 Cape Fear Concrete August 12,2020 economy in 2008 hurt plans to locate a plant here. The property for this proposed plant has been for sale for about ten (10)years. 6. I drove by the proposed plant site on the day of the inspection (8/6/20) to concur that the site is still vacant. This facility has been a concrete plant on paper only since the original first time air permit was issued on January 19, 2006 (14 years ago). 7. 5 yr. compliance history—A NOV was issued on June 20, 2019 by Raleigh Central Office for failure to pay the required annual air quality permit fee of$187.00. The invoice was dated 2/15/19 and was due by 3/18/19. He indicated last year that he was completely unaware of this issue and said he had some problems with his mail delivery. He indicated that he paid the late invoice online on August 5, 2019. 8. Cape Fear Concrete is in compliance with Air Quality regulations. Page 3 of 3
