Turn right onto highway 64 and drive until you reach the junction with highway 127. Turn left onto highway 127 and continue until you reach its intersection with Buff Lane. Turn right onto Buff Lane and you will find the facility immediately to your right. Safety Equipment: This company requires that safety glasses and safety shoes be worn by the inspector at the facility. Safety Issues: No safety issues were noted during the inspection. General Information: The purpose of this site visit was to conduct a compliance assurance visit. The facility was issued an exemption on November 17,2016.This facility manufactures wooden boxes and cupboards and is currently operating five days per week, eight hours per day. Ms. Cathy Childers, Office Manager, accompanied me during this inspection. Source Observations: The facility has one cyclone to control particulate emissions from the band and rip saws. The wood dust from the sawing operations travels through a 12-inch corrugated pipe which empties into a small dumpster. The facility was operating the wood working equipment at the time of inspection with no visible emissions. I did not see any fugitive dust,and Ms. Childers said that the facility has not had any excess emissions. The Vintage Editions,Inc. June 8,2021 Page- 3— facility also has two dip tanks, one dry filter spray booth, and one baffle type spray booth,which were not operating at the time of inspection. One dip tank was filled with lacquer and was tightly covered during the inspection. The other dip tank is not being used at this time. Both spray booths had filters in place and were not in operation at the time of inspection. Exemption Qualifications: This office received a letter from Vintage Editions,Inc. on October 21,2016,requesting recission of Permit No. 06510R07. The facility has one wood dust collection system that according to the permit rescission review could emit 0.60 tons of PM10 in a worst-case scenario. Ms. Childers is keeping purchase records of all the lacquers, stains and paints that are being bought, and is keeping track of the VOC emissions on a yearly basis. The VOC emissions for 2019 and 2020 were 1.9 tpy and 1.6 tpy, respectively. NSPS/NESHAP Review: There are no generators or diesel-fired fire pumps at the facility, therefore the facility is not subject to NESHAP Subpart 4Z. There are no boilers at the facility, therefore the facility is not subject to NESHAP Subpart 6J. There are no gasoline storage tanks at the facility, therefore the facility is not subject to NESHAP Subpart 6C. Compliance determination: Based on my observations, this facility appeared to be in compliance with the air quality rules 2D .0512- particulates from wood products finishing plants, 2D .0521-control of visible emissions, 2D .0535-excess emissions,and 2D.0540-particulates from fugitive dust emissions at the time of inspection.Air quality rule 2D .0958-work practices for sources of VOCs no longer applies,since this county is now in attainment with the ozone standard.
