Directions: From MRO,take Highway 150 West to Highway 16 North in Denver. Go north on Highway
16 for about 4.5 miles and then turn right at the stop light onto Buffalo Shoals Road. Travel
approximately 1.5 miles, and the facility will be on the left at 2221 Buffalo Shoals Road.
Safety Equipment: Safety glasses and ear protection are recommended.
Safety Issues: None.

Did not conduct an on-site in the building inspection because I do not feel safe due to Covid-19
pandemic.

Conducted on-site in car inspection on May 13,2021.
I. Inspection
The purpose of this phone call and in car site visit was to conduct a routine air quality inspection.
This facility manufactures wooden frames for a variety of furniture including sofas,chairs,and bed
frames. The facility is currently operating ten hours a day on Monday through Thursday, 50 weeks
per year. The facility currently has seven employees. Ms. Rhonda Smith, Manager, talked to me
during this inspection and emailed me the requested documentation.
2. Facility Contact Information:
During the inspection, I verified the facility contact information in IBEAM. Changes were made
to IBEAM to change the facility and authorized contact to Scott Chandler and the technical contact
to Rhonda Smith.
3. Compliance history:
No problems have been noted in the last five years by DAQ, prior to this inspection. The current
compliance status is discussed in the following sections.
4. Observations of permitted air emission sources and control devices:

Observed: Ms. Smith stated that the collected wood dust drops into an attached silo/storage bin. The
bin is emptied into a dump truck as needed,which is every week to three weeks depending on
production. The facility currently processes approximately 5,000 to 10,000 board feet of lumber per
week on the average. The facility has a wood hog, and large chunks of wood are sent to a dumpster.
The cyclone was observed in operation during my on-site in car inspection on May 13,2021 with no
visible emissions.

5. Observations of insignificant air emission sources and control devices listed on the current permit:
a. Dip tank for wood stain/lacquer(ID No. I-DT-2)
Observed:Ms. Smith stated that they still use a"one-step"type finish for wooden furniture
legs. The facility has a rectangular tank, but they typically just dip legs directly into a 5-
gallon bucket which is placed inside the tank. The facility uses Carolina Solvent 2-75795
Black Leg Dip. Ms. Smith indicated that approximately 5-10 gallons of finishes are used
per month on average.
6. Observations of air emission sources and control devices not listed on the current permit:
a. None.
7. Compliance with specific permit conditions and limitations:
a. Condition A.2. "Emissions Inventory Requirement". At least 90 days prior to the
expiration date of the permit, the Permittee shall submit the air pollution emission
inventory report. The report shall be submitted to the Regional Supervisor, DAQ. The
report shall document air pollutants emitted for the 2022 calendar year.
Observed: The facility was issued a new permit on May 12, 2016. Compliance is
indicated.
b. Condition A.3. 15A NCAC 2D .0512 "Particulates from Wood Products Finishing Plants".
Provide adequate duct work and properly designed collectors to control woodworking
particulates.
Observed: During my on-site in car inspection on May 13, 2021 wood particulate
appeared to be properly controlled. No sawdust was observed at the exhaust point for the
cyclone. The wood dust collection system appears to be properly maintained. Therefore,
compliance with this stipulation is indicated.
C. Condition AA 15A NCAC 2D .0521, "Control of Visible Emissions". The facility is
limited to 20 percent opacity.
Observed: During my on-site in car inspection on May 13, 2021 no visible emissions
were observed at the facility. Compliance with this stipulation was indicated.
d. Condition A.5. 15A NCAC 2D .0535. The Permittee of a source of excess emissions that
last for more than four hours and that results from a malfunction, a breakdown of process
or control equipment or any other abnormal conditions, shall notify the Director or his
designee of any such occurrence by 9:00 a.m. Eastern time of the Division's next business
day of becoming aware of the occurrence.
Observed: Ms. Smith stated that there had been no excess emissions to report.
Compliance with this stipulation was indicated.

e. Condition A.6. 15A NCAC 2D .0540 "Particulates from Fugitive Non-process Dust
Emission Sources" requires the facility to develop and submit a fugitive non-process dust
control plan if the facility cause or contribute to substantive dust complaints.
Observed: No complaints have been received regarding fugitive dust from this facility
during the last 5 years. No fugitive dust emissions were observed beyond the property
boundaries during my on-site in car inspection on May 13, 2021. Compliance with this
permit condition was indicated.
f. Condition A.7. Cyclone I &M Requirements. The facility must conduct, at a minimum,
an annual inspection of the cyclone. In addition, perform periodic inspections and
maintenance as recommended by the equipment manufacturer. The results of all
inspections and maintenance activities shall be recorded in a logbook. The logbook shall
be kept on-site.
Observed: Ms. Smith emailed me a logbook that indicated the facility does an inspection
of the cyclone system at least once a year. The last entry was on February 04, 2021 with
the previous entry (for maintenance and inspection) on February 04, 2020. Compliance
with this permit condition was indicated.
8. NSPS/NESHAP Review:
The facility does not have any boilers, generators or gasoline storage tanks.
9. Summary of changes needed to the current permit:
None.
10. Compliance assistance offered duringthe he inspection:
None.
11. Section 112(r)gpplicability:
This facility does not appear to be subject to the requirements of the Chemical Accident Release
Prevention Program, Section 112(r)of the Clean Air Act.
12. Compliance determination:
Based on my observations,this facility appeared to be in compliance with the applicable air quality
regulations at the time of the inspection.
