Air Permit No. 10649R00
Dear Mr. Cohn:
Air Permit No. 10649R00 was issued to Substance Incorporated, Claremont, Catawba
County,North Carolina on June 19, 2020, with an effective date of June 19, 2020. Stipulation
No. 6.e.iii of the referenced permit states in part:
"Within 60 days after achieving the maximum production rate at which the equipment
will be operated,but not later than 180 days after the initial start-up of the equipment, the
Permittee shall conduct the required performance test(s) and submit two copies of a written
report of the test(s)to the Regional Supervisor, DAQ."
The initial start-up of the above reference equipment, adhesive coating application line
with natural gas-fired curing oven(ID No. ES-1)with regenerative thermal oxidizer(ID No. CD-
1), was reported to have occurred on October 28, 2020. Therefore, the written report of the test
results was due on April 26, 2021. This report has not yet been received by this office.
Therefore, this Notice of Violation is issued to Substance Incorporated for failure to submit the
required report within the required timeframe in violation of Air Permit No. 10649R00, Specific
Condition and Limitation No. 6.e.iii.

It is requested that a written response to this Notice of Violation be submitted to this
office as quickly as possible, but no later than ten days following receipt of this notice. The
response should describe any corrective actions that have been taken by the company to assure
the submittal of the required report in a timely manner in the future.
It should be noted that the violation cited in this letter or any additional documented
violations could result in the initiation of an enforcement action by this office in accordance with
North Carolina General Statute 143-215.114A, which provides for the assessment of civil
penalties.
