1. The facility conducted the initial performance test of the RTO as per NSPS Subpart RR. The
testing was performed in accordance with Method 25A to determine the VOC destruction
efficiency and overall performance of the RTO.
2. I observed the test virtually via Microsoft Teams meeting with Gleason Wilson,Director of
Operations of Substance Incorporated, on April 28,2021. Mr. Wilson used the camera on his cell
phone to show me the location of the stack test probes,the inlet and outlet VOC concentration
readings, and the temperature of the RTO. The data I collected is shown in the table below.

3. The RTO operated with a set point temperature of 1,600 °F at the time of the stack test. The
facility reported a total of 768 pounds of VOC containing solvent usage for the duration of the
stack test. The testing company determined that the RTO could be considered a Permanent Total
Enclosure.
4. Based on my observations,the test appears to have been performed within all applicable
regulations.
