Zarzar General Manager- Central Carolina Projects Duke Energy Progress, LLC 500 C P and L Road Moncure,NC 27559-9517 SUBJECT: Review of STAR®Unit S02/CO2 CEMS Certification Report Duke Energy Progress LLC - Cape Fear STAR® Facility Moncure, Chatham County,North Carolina Air Permit No. 10583ROI Facility ID No. 1900134 Dear Mr. Zarzar: The Division of Air Quality(DAQ) has reviewed the subject certification report for the sulfur dioxide (S02) /carbon dioxide (CO2) continuous emissions monitoring systems (CEMS) installed on the Staged Turbulent Air Reactor(STAR®) Unit(ID No. ES-5) at the Cape Fear STAR® Facility. The purpose of the report was to obtain certification of the following monitoring systems: Source Parameter Manufacturer/Model Serial Number STAR® Unit(ES-5) S02 Teledyne API T100 5017 CO2 Teledyne API T360 416 Based on our review, we have the following comments: 1. Duke Energy installed the S02/CO2 CEMS on the ash beneficiation STAR®process pursuant to NCAC 2D .0516 - Sulfur Dioxide Emissions from Combustion Sources and Air Permit No. 10583, Specific Condition 2.LA.2. 2. Certification testing was performed in accordance with 40 CFR Part 60, Appendix B, Performance Specification 2 (PS-2) for S02 and PS-3 for CO2. The certification report included a 7-day calibration error test performed on operating days between December 31, 2020 and January 12, 2021, and a relative accuracy test audit (RATA)performed by Grace Consulting, Inc. on January 27, 2021. Since the CEMS appear to have met the requirements of PS-2 and PS-3, the S02/CO2 CEMS operating on the STAR®Unit are certified effective January 27, 2021. The certification report included a CEMS Monitoring Plan along with a CEMS Quality Assurance Plan (QAP) in accordance with Specific Condition 2.I.A.2.d.iii and NCAC 02D .0613 Quality Assurance Program [which contains information required by 40 CFR Part 60, Appendix F, Section 3 - Quality Assurance Procedures]. The plans have been reviewed and are acceptable. 4. Finally, your facility's CEMS QAP requires that quarterly audits must be conducted: either a cylinder gas audit (CGA) or a RATA being conducted at least once every four calendar quarters. The next RATA for this source must be completed by March 31, 2022. Please ensure the Quality Assurance/Quality Control (QA/QC)requirements are met and complied with at all times. In addition, please notify this office at least 45 days prior to performing the annual RATA so arrangements can be made to observe the test.
