Taylorsville,North Carolina Alexander County 03/0200030—Small Air Permit No. 05786R09 Dear Ms. Reese: Air Permit No. 05786R09 was issued to Piedmont Wood Products, Inc., Taylorsville, Alexander County North Carolina on November 26, 2014, with an effective date of November 26, 2014. The facility is subject to the Boiler GACT—Subpart 6J (40 CFR 63, Subpart JJJJJJ). This Rule applies to the No. 2 fuel oil-fired boiler (ID No. I-B 1; 0.47 million Btu per hour maximum heat input). The boiler is considered an existing unit since it was constructed prior to June 4, 2010. The facility must implement a tune-up program as a management practice. The boiler is less than 5 million Btu per hour and is considered a seasonal-use boiler. A boiler tune-up is required every five years and documentation must be provided that demonstrates compliance with the tune-up. Mr. Ryan Mills of this office performed an inspection of your facility on April 14, 2022. During that inspection, Mr. Mills determined that the most recent tune-up had occurred on January 11, 2017. The next boiler turn-up was due on or before January 11, 2022 and had not occurred at the time of the inspection. Therefore, this Notice of Violation is issued to Piedmont Wood Products; Inc. for violation of Air Permit No. 05786R09 and 40 CFR 63, Subpart JJJJJJ. Please submit a written response to this office as quickly as possible,but no later than ten days following receipt of this notice. Your response should describe any corrective actions that have been taken by the company to assure compliance with the referenced permit and regulation at all times. Your explanation will be reviewed and if an enforcement action is still deemed appropriate,your explanation will be forwarded to the director with the enforcement package for consideration. It should be noted that the violation cited in this letter or any additional documented violations could result in the initiation of an enforcement action by this office in accordance with North Carolina General Statute 143-215.114A, which provides for the assessment of civil penalties.
