LOCATION:
From WaRO,take Highway 17N towards Williamston. Turn right coming into Williamston onto Highway 17N and go to Edenton.
Take Exit#227 at Edenton. At end of ramp turn right onto Virginia Road and go to the third stoplight and turn left onto North Broad
Street. Go about a mile and pass a car dealership. Turn left onto Peanut Drive. Go to Jimbo's Jumbo's main office on the left,(190
Peanut Drive).The blanching facility is located at 185 Peanut Drive,across the street.

PROCESS DESCRIPTION:
The facility receives shelled peanuts,removes the skins and the peanuts are then processed for the food industry. Loose skins are first
removed at the dumping process by a stoner and an aspirator. Blanching and cleaning remove the remaining skins. The skins are then
pneumatically conveyed to cyclones,separated and sold as an animal feed component.

INSPECTION COMMENTS:
On 1/16/2020,I arrived at Jimbo's Jumbo's to conduct a state compliance inspection. Mr.Paul Britton,V.P.Operations,and Mr.
Charles Williams,Maintenance Supervisor,assisted us with the inspection. We began in the office and I requested and reviewed the
current air permit#08656R09. We reviewed the cyclone maintenance logbook,which was complete. The maintenance crew inspects
the cyclones monthly at a minimum,and more often if problems are noticed.
Next we walked across the street to inspect the emission sources. The facility was in full operation. All equipment was in operation
during the inspection. The equipment appeared to be in good operating condition. All cyclones on the back of the building were
operating. They were clean,and there was no evidence of dusting on the equipment or in the area. The area around the cyclones has
been surfaced with concrete and the ditch and wooded area no longer exist due to new construction. No visible emissions were
observed from any of the cyclones. BH1 Baghouse on WN Line was brand new.

COMPLIANCE HISTORY(5-year):
There have been no complaints,warnings or notices of violations for this facility within the last five years.
REGULATORY REVIEW:
2D.0515"Particulates from Miscellaneous Industrial Processes"
Based on the permit review dated 08/28/2018 and information provided on site from Mr.Britton,the through put rate is approximately
18,000 lbs.per hour through the blanching and cleaning process, and 20,000 lbs.per hour through the stoner and aspirator. The

allowable uncontrolled emission rate is 203.2 lbs.per hour. The controlled emission rate for the cyclones(the permit review states
that the cyclones are 99%efficient)is 3.03 lbs per hour. Compliance is indicated.
2D.0521 "Control of Visible Emissions"
Visible emissions from the cyclones are limited to 20%opacity. During this inspection,I did not observe any visible emissions
around the facility. The area behind the cyclones were free of dust. Compliance is indicated.
2D.0535"Excessive Emissions Reporting and Malfunctions"
There were no indications of equipment malfunctions that would result in excessive emissions requiring more than four hours to
repair. Compliance is expected.
2D.0540"Particulate Control Requirement"
There are no indications of particulates from fugitive non-process dust emission sources. The file does not contain any complaints
regarding this facility. Compliance is indicated.
2D.0611 "Inspection,Maintenance and Recordkeeping Requirements"
The permittee is required to perform an annual inspection of the cyclones and periodic inspections and maintenance.The results of the
inspections and all maintenance are to be recorded in a cyclone logbook. Review of the logbook during this inspection indicated
compliance.
2Q.0315 "Synthetic Minor Facilities,"
To avoid the applicability of 15A NCAC 2Q .0501 "Purpose of Section and Requirement for a Permit,"as requested by the Permittee,
facility-wide emissions shall be less than the following:

Based on the information provided on site from Mr.Britton,the production was 95,573,600 lbs.per year for 2019.The controlled
emission after the cyclones(the permit review states that the cyclones are 99%efficient)is(calculated from A.3) 139.9 tons x (1 —
0.99)= 1.40 tons per year. Compliance is indicated.
112 R:
The facility does not store,handle,or use 112R pollutants in quantities sufficient to be subject to this regulation.

The facility appeared to operate in compliance with all applicable air quality regulations and permit conditions at the time of
inspection.
