Box 70 Valdese,NC 28690 Subject: Visible Emissions Valdese Weavers, LLC - Lovelady Road Plant Valdese,North Carolina Burke County(1200107) Air Permit No. 09762RO3 Fee Class Synthetic Minor Dear Mr. Berrier: On February 16, 2022, Mamie Colburn, of the Division of Air Quality's Asheville Regional Office, conducted a routine compliance inspection of the Valdese Weavers, LLC Lovelady Road Plant located in Valdese, Burke County,North Carolina. During that time, Ms. Colburn observed excessive visible emissions from Emissions Source ID No. TF2, a natural gas- fired tenter frame. However, a complete EPA Reference Method 9 visible emissions evaluation was not performed for a sufficient duration to document a violation of 15A NCAC 2D .0521 "Control of Visible Emissions". Specific Condition and Limitation No. 6 of Air Permit 09762RO3 states in part the following: As required by 15A NCAC 2D.0521 "Control of Visible Emissions,"visible emissions from the emission sources, manufactured after July 1, 1971, shall not be more than 20 percent opacity when averaged over a six-minute period... Additionally, G.S. 143-215.108(c)(1)requires that the facility be operated and maintained in a manner that will effect an overall reduction in air pollution at all times. Such operation may not be consistent with good air pollution control practice. Please be advised that continued operation of the facility in the manner noted above could result in a violation of 15A NCAC 2D .0521 or General Condition 6 of Air Permit 09762RO3, and result in the issuance of a Notice of Violation. Violations of air quality regulations can be subject to the assessment of civil penalties as per the authority of North Carolina General Statute 143-215.114.
