The proposed test methods are acceptable as discussed below. Emissions Source B-4 is a wood fuel-fired boiler controlled by two multiclones and an electrostatic precipitator ESP-4. The maximum permitted heat input for B-4 is 57.6 million Btu per hour(mmBtu/hr). The proposed heat input rate for testing is 51.8 mmBtu/hr.40 CFR 63 Subpart DDDDD National Emissions Standards for Hazardous Air Pollutants for Major Sources:Industrial, Commercial and Institutional Boilers and Process Heaters applies and limits filterable PM to 0.037 pounds per million Btu (lb/mmBtu)and limits CO emissions to 15 parts per million corrected to 3%oxygen(ppm@3%02). 40 CFR 60 Subpart Dc Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units applies and limits filterable PM to 0.03 lb/mmBtu. TRC proposes three 120-minute runs of EPA Method 5 for filterable PM and EPA Method 10 for CO. The PSF indicates boiler/control parameters(such as steam flow/pressure,pressure drop,and continuous opacity monitoring system opacity)will be monitored every 15 minutes throughout sampling. The parametric data shall be averaged and reported with the final emissions results. Approval of this protocol does not exempt the tester from the minimum requirements of the methods.
