Directions to the site are as follows: From Wilmington, take the 2"d Leland exit toward
Shallotte/Myrtle Beach onto US-17 (Ocean Highway E). Go 27.3 miles. Turn right onto Edison
Rd.NW and go 0.1 mile. Turn left and the former asphalt plant site is 200 feet ahead.

4. Barnhill Contracting Company — Shallotte was not producing asphalt at the time of the
inspection. The site remains vacant of asphalt plant equipment. Mr. Glover previously
indicated that the old plant equipment was dismantled and removed from the site in early
2018 and that complete cleanup of the site was done by the end of 2018. This particular
plant had not operated since July 2008. The Castle Hayne asphalt plant does all the paving
work in this area. The Castle Hayne plant is much newer and can produce many more tons
per hour, thus offsetting any transportation costs involved with nearby paving work.
Barnhill Contracting Company may decide to put a brand new plant at this location in the
future if a big local job becomes available, but there are no immediate plans for this to
happen. Mr. Glover indicated that they plan to keep the air permit active going forward.

The air permit was recently renewed on August 16, 2021 with no changes requested.
5. When operated, the baghouse was manually inspected monthly and maintenance records
were kept on site for reference. The baghouse contained 546 bags.
6. Pursuant to 15A NCAC 2Q.0315 "Synthetic Minor Facilities", facility-wide actual sulfur
dioxide (SO2) emissions shall be less than 100 tons per consecutive twelve (12) month
period. To ensure enforceability of this limit,the amount of asphalt produced shall be less
than 730,000 tons per consecutive twelve-month period. For calendar year 2021,this plant
produced zero (0)tons of asphalt. Compliance is achieved with the production rate limit.
7. 5 yr. compliance history—No NOD's,NOV's, or NRE's have been issued to this facility
during this period.
