PURPOSE OF APPLICATION: Application is made for renewal of the air permit. 2. CHRONOLOGY; DaM;Event December 18, 2023 The application was received. Insignificant/Exempt Activities There are no changes to the equipment from this application. 4. REVIEW OF REGULATIONS: The Permittee shall comply with the following Environmental Management Commission Regulations, including Title 15A North Carolina Administrative Code (NCAC). These existing regulations have been reviewed in previous reviews and/or inspection reports and it was determined that the facility was in compliance with all regulations at that time. APPLICIBILITY TO THE FOLLOWING: a. NSPS- There are no NSPS regulations that apply. b. NESHAP- The facility is subject to Subpart OOOOOO - "National Emission Standards for Hazardous Air Pollutants for Polyurethane Foam Production and Fabrication Area Sources." c. PSD INCREMENT TRACKING- This renewal does not affect PSD increment tracking. d. ATTAINMENT STATUS- This facility is located in an area that is either in attainment or unclassifiable for all pollutants. Permit Review Page 3 e. 112(r)- This facility is not subject to RMP requirements of the 112(r) program since it does not use or store any of the regulated chemicals in quantities above the threshold levels in the rule.' f. TOXICS- This facility is NOT subject to toxics. This application does not trigger a toxics review. 6. FACILITY-WIDE EMISSIONS: The VOC emissions are taken from the previous air permit review since there are no changes expected from this renewal. However, the SDS showed hexane as a component in the glue at a maximum of 1%. Therefore, hexane will be shown ks the highest and total HAP at a rate of 1% of the VOCs. The VOCs could have been recalculated based on the lower usage in the previous inventoiy; however, it is reasonable to keep the higher emissions for the potential emissions since it represents worst case. TEXT FOR "CHANGES" PARAGRAPH IN PERMIT COVER LETTER: • A rule change that became effective November 1, 2016, removed the "state-wide" applicability of 2D .0958, and it now only applies to the counties/townships listed in the regulation. This facility is not located in one of the areas still subject to this regulation; therefore, the condition for 2D .0958 is being removed from the permit. Permit Review Page 4 8.
