SUBJECT: Notification of Changes not Requiring Permit Modifications
Coming Optical Communications, LLC - HMTC
Air Permit No. 06409R20 / Facility ID 1800365
Dear Ms. Wolanin:
Coming Optical Communications, LLC - Hickory Manufacturing and Technology Center
(HMTC) plans to install five additional spare printers at the subject location. These five
spare printers will be in addition to the ten existing spare printers listed in the current air
permit as PMOl through PMIO. The installation of the five additional spare printers meets
all of the conditions of 15A NCAC 02Q .0318(b) and therefore qualifies as a change not
requiring a permit modification (see attached 02Q .0318 Notification Form - Changes Not
Requiring Permit Revisions).
MLK emission rates from the five additional printers are estimated to be 0.05 Ibs/hr and
1.20 lbs/day. This will not cause the facility wide MLK emissions to exceed the Toxic
Pollutant Emission Rate (TPLR), as shown in the attached Summary of MLK Emissions
and emission calculations.

Brief description of the change(s): Install 5 additional spare printers; methyl ethyl ketone (MEK) Is circulated through each spare printer to
maintain clear Ink transfer lines.
Anticipated date on which the change will occur: February 5, 2024, but not sooner than 7 calendar days after this notice Is received by NCDEQ.
Change In emissions: See attached emission calculations.
Permit terms or conditions of the current permit that may be affected by this change: There are no terms or conditions of the current permit affected by the
addition of 5 spare printers; faclllty-wlde emissions of MEK will remain less than the MEK TPERs (22.4 lbs/day and 78 lbs/day).

Spare Printers (PMH - PM15)
Spare printers are stored in a ready-state In order to temporarily replace printers that require down time for maintenance or repairs.
Methyl Ethyl Ketone (MEK) is circulated through each spare printer to maintain clear ihk transfer lines.
MEK usage rate for each spare printer circulating MEK was provided in an email from the manufacturer when spare printers were permitted at the
Hickory facility.
