Dear Mr. Goble:
Air Permit No. 08939T04 was issued to Royale Comfort Seating, Inc. —Plant No. 1, Taylorsville,
Alexander County,North Carolina on July 10, 2018,.with an effective date of July 10, 2018. Specific
Limitations and Conditions No. 2.1.A.2.e. of the referenced permit states in part:
"The Permittee shall submit a summary report of the monitoring and recordkeeping activities
given in Sections 2.1 A.2.c. and d. of the current permit postmarked on or before January 30 of
each calendar year for the preceding six-month period between July and December and July 30 of
each calendar year for the preceding six-month period between January and June."
Also, Specific Limitations and Conditions No. 2.1.A.4.d. of the referenced permit states in part:
"The Permittee shall submit a semi-annual summary report ... of monitoring and recordkeeping
activities given in Sections 2.1 A.4.b. and c. ... postmarked on or before January 30 of each
calendar year for the preceding six-month period between July and December, and July 30 of each
calendar year for the preceding six-month period between January and June. The report shall
contain the monthly VOC emissions for the previous 17 months. The emissions must be calculated
for each of the 12-month periods over the previous 17 months."

The reports due on January 30, 2022 have not yet been received by this office. Therefore, this
Notice of Violation is issued to Royale Comfort Seating, Inc. —Plant No. 1 for failure to submit the
required reports within the required timeframe in violation of Air Permit No. 08939T04, Specific
Condition and Limitation Nos. 2.1.A.2.e. and 2.1.A.4.d.
It is requested that a written response to this Notice of Violation be submitted to this office
as quickly as possible, but no later than ten days following receipt of this notice. The response
should include the referenced reports and describe any corrective actions that have been taken by the
company to assure the submittal of the required reports in a timely manner in the future.
Please be advised that the violation cited in this letter is considered a.deviation of your Title V
Permit. This violation must be included in your semi-annual reports and/or annual compliance
certification, as outlined in your Title V permit.
It should be noted that the violation cited in this letter or any additional documented violations
could result in the initiation of an enforcement action by this office in accordance with North Carolina
General Statute 143-215.114A, which provides for the assessment of civil penalties.
