Facility Summary: The facility is a concrete batch plant. Sand, cement, water, and aggregates (fly ash) are weighed in a hopper and gravity fed into a delivery truck. The estimated capacity of the plant is 60 cubic yards per hour, however; the plant rarely, if ever, runs at this rate. An administrative review confirmed that the Air Quality Permit was now inactive and the site classification was permit exempt. Facility Safety: Required PPE: Hard hat, safety glasses, earplugs, safety vest, safety-toe shoes. When I stopped at the facility, the facility was not in operation and there were no personnel at the site. I did look over the facility and it appeared to be clean and no fugitive emissions or odors were observed at the time of the visit. No new equipment has been installed since the last inspection. Regulatory Review: 2D .0202 Registration Of Air Pollution Sources: This standard allows the Director to require the owner or operator of a source of air pollution to register a source. Any person required to register a source of air pollution with the Division shall register the source on forms provided by the Division. The forms shall be completed and returned to the Division within 60 days following their receipt. Compliance is indicated. 2D.0515 - Particulates From Miscellaneous Industrial Process: Based on the records review and the observations at the time of the visit it appears that the proper operation and maintenance of the baghouse filter should also ensure compliance. Compliance is indicated. 2D.0521 - Control of Visible Emissions: No visible emission problems were observed during the visit. The facility was not in operation at the time of the inspection. Compliance is indicated. 2D .0535 - Excess Emissions Reporting and Malfunctions: This is a general reporting requirement for malfunctions requiring more than four hours to repair. No notifications have been received. Compliance is indicated. 2D .0540 Particulates from Fugitive Non-Process Emissions Sources: At the time of the visit I did not observe any fugitive emissions from the facility. Compliance is indicated. 2D .0611 Bagfilter Requirements: Particulate matter emissions are controlled using bagfilters as described in the permitted equipment list. Maintenance and inspections must be conducted in accordance with the manufacturer’s recommendations and the results must be documented in a logbook (written or electronic). Comprehensive monthly checks are being made on the dust collector. No deficiencies were noted. Compliance is indicated. Compliance History (5-years): There have not been any Notices of Violation issued to the facility or any other enforcement actions taken within the past five years. Compliance Statement: The facility appeared to operate in compliance with all applicable Federal and State air quality rules and regulations at the time of visit.
