DIRECTIONS: From Asheville take Hwy. 19123 north towards Mars Hill. Approx. 1-mile past Mars Hill turn right onto
Hwy. 19. The Facility will be on the left just before entering Burnsville.

Process Description
APAC-Atlantic, Inc. operates,when it operates at all, a batch-mix asphalt plant which is permitted to
produce 485,000 tons of asphalt per twelve-month period. APAC receives crushed stone from off-site.
Inspection Observations
On January 12, 2022, I(Lisa Whitaker)traveled to the site to determine the current operating status of
APAC Atlantic Inc. in Burnsville,North Carolina and conduct an inspection if it was found to be
operational. The lot remained overgrown; gates continue to be locked with contact phone numbers
posted. It appeared that the equipment was not operational and in long term shut-down.
The authorized, facility and technical contact Mr. Don Mason, Environmental Compliance/Quality
Control,was emailed regarding future facility operations on September 29,2021. Mr. Mason responded
at the time that `there are no plans to operate the facility in the near future'. Mr. Mason was not
contacted for the 2022 inspection because no evidence was observed to indicate a change of plans. The
current permit expires in 2025 and can be evaluated for renewal at that time.
Reporting Requirement
Air Quality Permit 00161R14 limits the production of asphalt to 485,000 tons per twelve consecutive
months. The 2020 annual report was received on January 11, 2021 and reported production as zero (0)
tons. The 2021 report was received on January 11, 2022 and reported Facility reported 0 tons of
production and stated, "Plant did not operate in 2021, no fuel combusted". This facility has not been
operated in approximately 15 years.
Five-Year Compliance History
There have been no compliance issues documented at this facility in the past five years.
Conclusion
APAC-Atlantic, Inc., at Burnsville appeared to be in compliance by shutdown at the time of this site visit.
