Date Received: _________________ Assigned to appropriate individual. Date Assigned: _________________ Date Due: __________________ Paper copy submitted: One copy received with supporting documentation, certification form signed by responsible official, and appears generally complete; OR Electronic copy submitted: All supporting documentation and certification form (with time/date stamp) signed by responsible official has been received. Comments: Facility ID: 5100024 Initial Review / Data Entry Inventory Review All forms and supporting documentation appear to be complete if paper submission (check ED OS data if electronic). Contact, address, phone number changes entered into I-Beam/Facilities if necessary. All known operating scenarios, control devices, and emission release points have been entered for each emission source (permitted, insignificant, and unpermitted) or note that the emission source was not operated or not required to report. Check if SCC codes for each OS are accurate and update if needed. Evaluate "U" sources for significance and address according to policy. Calculations / forms appear to add up correctly. All compliance issues are being addressed (e.g. Toxics limits, above TV thresholds, large emissions increase/decrease, installation without a permit). All volatile HAPs/TAPs were included in the VOC total. Calculations and control efficiencies appear correct. Emission factors are the best available and most current factors appropriate for the reporting facility (e.g. stack testing, AP-42, etc.). Review facility comments and address any issues. Update ED (Data Entry Main) if additional information is required (corrections due date and date received). Check all ED QA/QC reports. Comparison with previous emission inventory must be made and outliers (> 10%) must be investigated and explained. Put inventory review comments and summarize any changes in ED - Data Entry Main "DAQ internal comments". Revisions: VOC emissions for OS38 changed to 7.15 tpy, as per discussion with the facility. Corrected throughput for OS 21 and OS38 to 4,269,717 lb each. For #2, it’s OK if parts of it are the same as last year, but you need to submit it every year regardless. Reviewers shouldn’t have to dig back into previous years submittals and make assumptions about whether things have changed. The calculations include documentation of calculation methods, and details of the emission factors used, which are necessary to assess whether the inventory is complete and proper. Yes the throughput for both of these cases was 4,269,717 lbs 2. The combustion engine thing should be the same as last year but I do not really remember where I went to get that information. You do have the worksheet correct? 3. Yes the wash up usage for the year more than doubled from last year and the HAP that is most prevalent is toluene. The pad print ink is mostly butoxyethanol. Please confirm that 2022 SMC throughput for both manufactured and molded (os38 and os21) is 4,269,717 lb each, as we discussed. I’m pretty sure we settled this; I just need clear agreement from you so I can update the data. 2. Please provide me the rest of the calculation documentation, showing emission factors used. See the attached pages from last year’s submittal. 3. I was a bit confused at first, because Toluene emissions from OS 37 increased about 25% relative to last year, while overall pad printing throughput decreased. But I looked a little deeper, and this appears to be because wash solvent usage increased relative to ink use. Do you agree? Thanks! That settles #2 and 3 clearly. I’m sorry, but I still can’t make sense of the throughput numbers for OS21 and 38. AERO/Ibeam lists the following: OS21, 2021 throughput was 3,013,958 lb SMC molded OS38 , 2021 throughput was 2,940,572 lb SMC manufactured The SMC page in attachment 4, shows the 4,269,717 lb number you refer to, and also (right above it), a value of 3,160,469 lb … I’m thinking this means that throughput for OS38, SMC Manufacture should be 4,269,717 lb, do you agree? But I don’t know what the value of 3,160,469 lb represents. Can you explain? Or should the throughput for OS21, SMC molded be the same (4,269,717 lb)? In recent years throughput for OS21 and 38 have been similar, but sometimes significantly different. I think we’re almost there! To get the amount of styrene produced from the amount you multiply by the 11.35% styrene composition in SMC and the 2.67% available HAP emitted during manufacturing. This comes out to be 12,939.164 lbs of throughput for the year. 2. Okay 3. Attached is the updated attachment 4 the section on paint has been updated. For the most part, I think it looks good, with a few issues that I suspect have simple fixes. Based on my notes from previous years, I have been able to figure out which pages of the calculations represent each Operating Scenario. I see that some of them are labeled more clearly than in the past, and I appreciate this a lot. I wish you would label each page more clearly at the top with which Operating Scenarios it represents. This would make the review much easier, especially if it somehow ends up being someone besides me doing it next time. That being said, I do have a few issues that I have been unable to figure out. I think some of them are probably just simple data transcription errors, but some I cannot explain: 1. For OS 38 and 21, the throughput units entered in AERO change from lb/yr in 2021 to mmscf in 2022. Is this an error? Should OS 38 be 4,269,717 lb? The same for OS 21? 2. For OS 38, Attachment 4 shows total styrene emissions of 12939.16 lb + 1399.95 lb (6.46 ton + 0.699 ton) = 14339 lb (7.15 ton) AERO has the correct styrene HAP amount (14339 lb), but only 6.46 tons VOC has been entered. Is this an error? 3. OS33 Calcs in attachment 4 show 3191 gpy, and 2029 lb/yr (1.0145 tpy) VOC. AERO has 3691.21 gpy and 1.15 tpy VOC. Which is correct? Please let me know what you think, and if I should change these. Please be as specific as possible.
