Moncure, Chatham County,North Carolina Facility ID: 1900015,Air Permit No.: 03449T55 Emissions Testing of Medium Density Fiberboard Process(MDF)Biofilter CD-18 for Particulate Matter(PM),Nitrogen Oxides (NOX),Formaldehyde,Methane,Methanol, and VOC Dates Tested: October 20 -21,2021 Tracking No.: 2021 -251 ST Dear Mr. McMillian: The Stationary Source Compliance Branch office has reviewed the results from the EPA Method 5/202 for particulate matter(PM),EPA Method 7E for nitrogen oxides (NOX), EPA Method 25A for volatile organic compounds (VOC),and EPA Method 320 for formaldehyde,methane, and methanol emissions from biofilter CD- 18 at the subject facility. Additionally,the Wood Products Protocol 1 (WPP1)VOC emissions were calculated according to Other Test Method 26 (OTM 26)VOC Measurements for the Wood Products Industry. The test results did demonstrate compliance with the applicable regulations. 15A NCAC 2D .0515 Particulates from Miscellaneous Industrial Processes,40 CFR 63 Subpart DDDD NESHAPS:Plywood and Composite Wood Products,and 15A NCAC 2Q .0317 Avoidance Conditions for 15A NCAC 2D .0530 Prevention of Significant Deterioration applies. Testing was conducted on October 20, 2021with no urea injection; testing on October 21,2021 was conducted with a minimum urea injection rate of 0.24 gallons per minute(gpm). The results for filterable PM, condensable PM,total PM,NOx,total hydrocarbon, formaldehyde,methane,methanol, and WPP 1 VOC all demonstrate compliance. Please see the attached memorandum dated December 22,2021 with Tables 1 and 2 which summarize emission rates and limits for each tested pollutant, and includes a contact number for the test reviewer.
