Directions: From Mooresville travel I-77 North to I-40 West. Take 1-40 West to NC Highway 90(Exit
148). Take right off Exit ramp and travel 0.5 miles and take right onto NC Highway 90 West towards
Taylorsville. Travel approx. 16.2 miles on Hwy 90 West into Taylorsville and take right onto Railroad
Street. Facility is on the right.
Safety Equipment: Steel toe shoes,hard hat, safety glasses, and safety vest are required.
Safety Issues: I contacted the facility to discuss their current polices concerning COVID-19. The facility
requires that masks be worn while inside buildings.During this compliance assurance visit,I wore my mask
the entire time.
Lat/Long Coordinates: A review of the facility's coordinates on"Map of Regulated AQ Facilities"
indicates the facility's latitude and longitude coordinates are accurate and locked in IBEAM.
Email Contacts: The emails for the facility, authorized,technical, and invoice contacts were verified by
Mr. Larry Palmer, Operations Manager. No changes to the email addresses in IBEAM are needed.
Inspection:
1. The purpose of this site visit was to conduct a routine air quality compliance assurance visit. This
facility is a truck mix concrete batch plant rated at 100 cubic yards per hour. This company
operates 10 hours per day,two to three days per week, 50 weeks per year. The operational
schedule of this facility is dependent upon weather conditions and customer orders. The plant has
slowed production drastically in the last few months of 2021 and has not operated since October
2021 due to increased need for employees and work in the Statesville and Hickory facilities. Mr.
Larry Palmer, Operations Manager accompanied me during this visit.

3. Compliance history file review:
No problems have been noted in the last five years by DAQ prior to this visit. The compliance
assurance visit is discussed in the following section.

4. Source Observations:
This facility has one bagfilter(170 square feet of filter area)installed on one flyash storage silo(57
tons capacity); one bagfilter(125 square feet of filter area) installed on a cement storage silo (145
tons capacity); and one bagfilter(18 square feet of filter area)installed on a concrete weigh hopper
(3500 pounds maximum) and a truck loadout. These sources were not in operation during the
compliance assurance visit. No tanker truck unloading of cement or fly ash into the silos was
occurring. No visible emissions or fugitive dust were observed during this compliance assurance
visit.
5. Exemption Qualification:
Since this facility is a truck mix concrete batch plant with controls on the truck loadout,they can
produce up to 78,586 cubic yards of concrete a year and still conservatively qualify for exemption.
The records provided during the permit exemption process showed that the concrete production was
15,249 cubic yards in 2016. The production was 5,395 cubic yards in 2020, and 5,82.25 cubic yards
in 2021. In addition,no changes or modifications have been made to the equipment since the last
visit. Therefore,the facility still qualifies for exemption.
6. NSPS/NESHAP Review
The facility has no generators,boilers, fire pump engines, or gasoline storage tanks.
7. Compliance determination:
Based on my observations,this facility appeared to be in compliance with the air quality rules(2D
.05 15-particulates from miscellaneous industrial processes;2D .0521-visible emissions;2D .0535-
excess emissions and 2D .0540-fugitive dust emissions) at the time of the visit. The compliance
assurance visit checklist is attached.
