1) Location: Foothills Woodturning is located at 4509 Hartland Road in Lenoir,NC.
Caldwell County.
Directions: From ARO, take I-40 east Jamestown Road exit 100. Follow
Jamestown Rd. to Hwy 70 East. Follow to Hwy 18/64. Follow 18/64 to Lenoir.
In Gamewell before Lenoir look for Calico Road at caution light intersection and
turn left. Go to next intersection at Calico Road and Hartland. Facility is on
Northeast corner.
2) Facility Overview: Foothills Woodturning is a woodworking facility,producing
components parts mainly for furniture legs in industry and craft builders. This
company is new. Brent Keller bought the business from Hunter and Charlie Munday.
The Munday brothers bought out former owner, Jeff Keller in February, 2019.
Note: Jeff Keller is Brent Keller's brother. Last compliance assurance visit (CAV)
was performed by Bob Graves on April 12, 2021.

Pre-inspection Conference: On December 10, 2021, I, Bob Graves with NCDAQ
met with Brent Brent Keller, Owner. Based on my conversation with Mr. Keller, we
discussed the following:
a) FACFINDER has been updated to reflect Brent Keller is the new owner of
Foothills Woodturning (old business name was Carolina Leg Company).
b) I discussed that Mr. Jeff Keller(Brent Keller's brother) previously had a NC
air permit until 2017. In 2017 the facility was exempted from permitting but
still subject to regulations of the woodworking industry. I explained which
rules apply such as 2D.521 for visible emissions and 2D.540 for fugitive dust.
I also recommended to Brent Keller to begin and maintain a cyclone logbook
for their dust collection system. Mr. Keller said he already keeps a cyclone
inspection and maintenance logbook for the cyclone.
c) We discussed the exempt status and future inspections. DAQ will come by
each year and visit to see if the facility may need a permit, or if any new
sources have been added that might affect their compliance status.
Process Description:
This facility produces component parts for the furniture industry using saws,
lathes, sanders, molders and other woodworking equipment. The woodworking
equipment is controlled by two cyclones in parallel and collects dust to a
collection house.
Inspection:
a) I inspected the woodworking process and found that each piece of equipment was
controlled by the dust collection system. Pipes and ductwork appeared to be in
good condition with no apparent leaks or holes.
b) I observe the cyclones not in operation. The dust storage bin is emptied at least
once per week.
c) Insignificant boiler, I-B-1, has been removed from site.

Regulatory Review:
2D.0512 —Particulate Control-Wood Products Finishing Plants. In compliance.
All particulate emissions are controlled by cyclone.
2D.0515 —Control of visible emissions. Cyclones were observed not in
operation.
2D.0 540—Fugitive Dust Control. The Permittee shall not cause or allow
fugitive dust emissions to cause or contribute to substantive complaints or
excess visible emissions beyond the property boundary. Fugitive dust
emissions" means particulate matter that does not pass through a process
stack or vent and that is generated within plant property boundaries from
activities such as: unloading and loading areas, process areas stockpiles,
stock pile working, plant parking lots, and plant roads (including access
roads and haul roads). In compliance. The facility has paved parking and
storage areas. There are no stock piles.
Reporting requirements: there are no reporting requirements.
4) Compliance History Review: This facility is new and has no compliance violations.
5) Stack Test Review: Stack test not required.
6) 112R Status: not subject to 112R reporting requirements.
7) Odor: No odor was observed during the CAV.
8) Comments and Compliance Statement:
Foothills Woodturning appeared to be operating in compliance with the Air Quality
standards and regulations at the time of this CAV on December 10, 2021.
