Dear Mr. Zarzar,
The Stationary Source Compliance Branch office has reviewed the results from the EPA Method 5/202 test
for total particulate matter(PM) and EPA Method 7E test for nitrogen oxides on the Staged Turbulent
Reactor STAR®, ID No. ES-5. The test results are acceptable to determine compliance with the applicable
standards.
Emission source ES-5 is a STAR®ash beneficiation process that processes fly ash and other ingredient
materials into commercial products. 15A NCAC 2D .0515 Particulates from Miscellaneous Industrial
Processes applies to ES- 5 and limits total PM emissions to 42.1 pounds per hour. The test results for Total
PM are 10.76 pounds per hour(<42.1 pound/hour limit). Permit condition 2.1.A.5 states that the Permittee
shall verify the NOx emission factor specified in permit application No. 1900134.18A by testing the
reactor ES-5 for NOx emissions. The NOx emissions were tested and reported as .085 pounds per million
Btu of heat input. The results are acceptable to demonstrate compliance.
