Removed ash content values from OS35, because it was out of range and causing a system error. These values are not used in any emission calculations. We do not change emissions data without explicit written instruction from a facility. Do you have access to all the data you need to be able to review them properly and address the concerns I raised in my August 5th e-mail? I probably won’t have time to look at this today. Tomorrow I will review what you have sent me. In the meantime, please review our previous discussions, make sure that all the issues we have discussed have been reviewed and make me a clear and specific list of the changes to be made to the dataset. Finally, please make sure these changes are reflected in the spreadsheets and word documents you have provided. OS38 and OS21 seem to have slightly offer entries for the information regarding VOCs. OS 38 should be 4.46 VOC ton per year and 8910.59 lbs per year for styrene. OS21 should be 3.45 tons per year for VOCs and 6895.42 for lbs per year of styrene. Those are the only discrepancies I found from what I could look at. If you aren’t convinced that everything is correct, I can send it back so you can make corrections. I’m happy to do that, but If I do I need you to do the following: 1. Correct any errors in the emissions calculations - specifically addressing the issues I raised in my August 5th e-mail, and any other issues you may have identified. 2. Update both the spreadsheets and accompanying word documents accordingly to document the emissions estimates, and make sure that they are all properly labeled so that I can connect them to the appropriate OS in AERO. If that’s what you want, I will dispute something in the submitted data, which allows me to return it to you. No need for a paper submittal or a revised certification form. This is what I will enter for OS-35, IS-GEN. Once we get these all nailed down, I’ll send a final list of the changes I will be making, for you to approve. Overall, we are getting there, but I still need to see the calculations sheets, like the ones in pages 10-15 of last year’s inventory that I sent. For SMC emissions, I agree that Attachment 4 shows SMC emissions, I just can’t get them to match what was entered into AERO. Comparing to last year’s calculations, based on the spreadsheets, I would expect to see this: OS 38 (SMC Made = 8910.59lb styrene/VOC)+(SMC Storage = 1399.95 lb styrene/VOC) = 10,310.54 lb Styrene = 5.155 ton VOC OS22 SMC Molded = 6,895.42 lb styrene = 3.447 ton VOC For OS22, this is very close to what is entered in AERO, but for OS38 it is not. Maybe OS38 is missing the storage emissions? Did you include them? Let me know what you think. I want to be sure we get this all straightened out so next year it will be straightforward for you. Ashlee’s email states that Attachment 2 represents OS37, Pad Printing. During our 8/5/22 telephone call, you stated that you believe that the numbers cited on the submitted spreadsheet are correct, and the ones entered in AERO are erroneous. Attachment 2 shows 562.26 lb VOC, which corresponds to the .28 tpy VOC entered for OS 37. Attachment 2 shows 145.93 lb/y of glycol ethers and 62.1 lb/yr of Toluene for 2021. Please confirm that these are correct values, and I will correct OS 37 emissions accordingly. 3. Attachment 4 seems to provide background for emissions calcs that weren’t included, but there isn’t a clear linkage to the numbers in AERO. See the additional details included in the attached package from last year. I need to see updated calcs like pages 10-15 of the attachment. 4. We still need emissions for IS-Gen, the emergency generator. DAQ has a spreadsheet you can use to estimate these. There are a few issues I need some additional clarification on before I can move forward: 1. No emissions are reported for OS33, volatiles from spray paint operations. OS32 represents NG combustion for the drying ovens, while OS33 should be volatiles from the coatings themselves – correct? Does this mean the ovens were operated, but no VOC were emitted? OS33 had about 0.67 tons of VOC emissions for 2020. Was there a change in the coatings used? 2. I see no emissions for IS-Gen, the emergency generator. Notes from my inspection show it being operated regularly for testing. The 2020 inventory reported 30 hours of operation. Was IS-Gen operated in 2021? 3. I am having some difficulty reconciling the emissions data with some of the provided supporting calculations. I should be able to match these to the operating scenarios in AERO. The Natural Gas combustion sheets are good, but I have questions about some of the other ones: a. I see a sheet labeled “Hap, TAP, & VOC Calculations for Scenario 23” Does this represent OS 33? If I am reading it correctly, there’s around a ton of VOC? Is this included in the reported emissions? b. The Sheet labeled “Attachment 2: 2021 OS-6 Calculations” seems to apply to pad printing operations (OS 37), but the glycol ether and toluene emissions entered in AERO do not match the ones on the sheet. Which is correct? c. I do not see supporting calculations/emission factor documentation for several operating scenarios. This includes SMC operations (OS 21 & 38), Cold solvent degreasers (OS 12, 26, and 27), and the mold deflashing baghouse (OS29). I understand that several of these were carried forward from the previous year, but they still need to be documented. 4. It looks like the ~15% decreases in CO and NOx are due to similar decreases in throughput for the NG powder paint dryers, and the increases in styrene and VOC emissions are due to significant throughput increases for SMC manufacture and molding. No issues here, just seeing if this makes sense to you.
