Comments: Facility ID: 3900009 Initial Review / Data Entry Inventory Review All forms and supporting documentation appear to be complete if paper submission (check ED OS data if electronic). Contact, address, phone number changes entered into I-Beam/Facilities if necessary. All known operating scenarios, control devices, and emission release points have been entered for each emission source (permitted, insignificant, and unpermitted) or note that the emission source was not operated or not required to report. Check if SCC codes for each OS are accurate and update if needed. Evaluate "U" sources for significance and address according to policy. Calculations / forms appear to add up correctly. All compliance issues are being addressed (e.g. Toxics limits, above TV thresholds, large emissions increase/decrease, installation without a permit). All volatile HAPs/TAPs were included in the VOC total. Calculations and control efficiencies appear correct. Emission factors are the best available and most current factors appropriate for the reporting facility (e.g. stack testing, AP-42, etc.). Review facility comments and address any issues. Update ED (Data Entry Main) if additional information is required (corrections due date and date received). Check all ED QA/QC reports. Comparison with previous emission inventory must be made and outliers (> 10%) must be investigated and explained. Put inventory review comments and summarize any changes in ED - Data Entry Main "DAQ internal comments". Please see their comments below: I have been able to take a dive into the discrepancies you described, please see the rationale below: PM/PM10/PM2.5 Increase: Chiefly due to the increased run time of the manual chemical weighing operation (increasing PM emissions 1.32 tons, 71% of the increase from 2020 to 2021) 2020 Manual Chemical Weighing Operation run time: 3,864 hrs 2021 Manual Chemical Weighing Operation run time: 7,559 hrs All other discrepancies: Although change in throughput does cause some minor change, the additional discrepancies are mainly all tied to the boiler No. 2 Fuel Emissions. Industry standard practice is to use AP-42 Emissions factors to calculate boiler emissions. AP-42 lists the No. 2 Fuel emission factors as lb/1000 gal. The AERO program asks for two items when calculating emissions: throughput (gal/yr) and emission factor (column shown unitless). When submitting the 2020 and 2021 Emissions Inventory, the emission factor was input from the list of AP-42 emission factors (lb/1000 gal). The AERO system calculation methodology is simply taking the emission factor and multiplying it by the throughput, thus using the emission factor as lb/gal rather than lb/1000 gal. Therefore, all of the No.2 fuel emissions on the 2020 and 2021 EI are off by a factor of 1000, causing our discrepancy. This impacts the following pollutants: Arsenic Benzene Beryllium Metal Cadmium Metal Chromic Acid Ethylbenzene Fluoride Formaldehyde Lead Manganese Methyl Chloroform Mercury Naphthalene Nickel Metal POM Selenium Compounds Toluene Xylene Our consultant, Stevens EHS Consulting, did not catch the error while submitting the inventories. As I mentioned, I am the engineer reviewing the emissions inventory for Bridgestone Bandag this year, and I have some questions regarding the reported data. See the attached facility emissions summary for background. In our review, we are supposed to explain reasons for emissions that have changed +/-10% or more since the previous inventory. I haven’t done a full analysis yet, but so far I see the following likely situations: PM/PM10/PM2.5 – increases appear to be due to increased throughput for the Banbury mixers and dry chemical weighing operations. Volatiles (benzene, acrolein, etc.) – Increases appear to be due to increased throughput for rubber milling These appear fairly straightforward, and no further explanation is necessary (as long as you agree), but there are also some other significant changes for which I don’t see an obvious explanation. Combustion Metals (As, Cd, CRVI, Hg, Pb, etc.) – There’s a lot more variation here, but for some of these species there are order-of-magnitude or greater emission increases without any similar increase in throughput for the associated operating scenarios. These seem to be tied to OS19 and OS20, the two boilers, when burning fuel oil. The supporting documents seem to show the same emissions factors being used as last year, and It looks like they operated a little more for 2021, but less than a 10% increase in throughput, so I don’t understand where the emissions increase came from. Is there some other explanation for such a large increase in these emissions? I understand they are relatively small amounts, but the overall emissions of these species are in excess of the de minimus levels, so they are deemed significant. Also – if possible, can you send me an electronic copy of the EI submittal package? It will make preparation of my review easier, as the small print on the paper copies can be difficult to read.
