Initial Review / Data Entry
Inventory Review
All forms and supporting documentation appear to be complete if paper submission (check ED OS data if electronic).
Contact, address, phone number changes entered into I-Beam/Facilities if necessary.
All known operating scenarios, control devices, and emission release points have been entered for each emission
source (permitted, insignificant, and unpermitted) or note that the emission source was not operated or not required to report.
Check if SCC codes for each OS are accurate and update if needed.
Evaluate "U" sources for significance and address according to policy.
Calculations / forms appear to add up correctly.
All compliance issues are being addressed (e.g. Toxics limits, above TV thresholds, large emissions
increase/decrease, installation without a permit).
All volatile HAPs/TAPs were included in the VOC total.
Calculations and control efficiencies appear correct. Emission factors are the best available and most current factors
appropriate for the reporting facility (e.g. stack testing, AP-42, etc.).
Review facility comments and address any issues.
Update ED (Data Entry Main) if additional information is required (corrections due date and date received).
Check all ED QA/QC reports.
Comparison with previous emission inventory must be made and outliers (> 10%) must be investigated and explained.
Put inventory review comments and summarize any changes in ED - Data Entry Main "DAQ internal comments".

DAQ's Comments Regarding Inventory
Page 4 of 408/26/2022
Increases in emissions of CO, VOC, acetaldehyde, acrolein, Benzene, Cumene, ethyl chloride, ethylene dichloride,
formaldehyde, Methanol, methyl bromide, methylene chloride, trichlorobenzene, vinyl chloride, vinylidene chloride
are due to a ~36% increase in throughput for OS26, veneer dryers and wood burner (softwood).
Increases in emissions of PM/PM10/PM2.5, are due to ~5-16% increases in throughput for OS21 String Machine,
OS27 Softwood Veneer Dryers, and OS28 Softwood Glue Mix.
~45% decrease in Propionaldehyde emissions due to OS30, Hardwood Veneer Dryers not operating in 2021.

Hi Jeff,
Sorry for the delay in getting back to you. We’ve been a bit swamped this past week. I took another look at the calculations and it seems just as you
stated below. OS26 covers emissions from the processing of softwood for veneer production – you’ll see in AERO and the supporting calcs (pages 4
through 6 of the pdf) that throughput is reported in sq ft of softwood veneer production (96,737,000 sf/yr). OS27 covers emissions solely from fuel
combustion and throughput is reported in total annual heat input from wood fuel combusted (406,336 MMBtu/yr). Please let me know if you have any
more questions.
Thanks,
Sandra

Sandra,
I looked through the files this afternoon, and everything looks as it should.
I do have one question though… I can’t figure out what’s going on with OS27. Maybe I missed it, but I don’t see any documentation for it in the file you
sent, and I’m not quite clear on what it represents. It looks like it may be gas combustion? Is this natural gas combusted along with the wood waste for
OS26? It seems to represent the same sources.
I’m sure there’s nothing wrong here, just me not understanding. Can you help me out?
I’ll be out of the office tomorrow, and back on Monday.
Thank you!
Jeff

Hi Sandra,
I started reviewing the 2021 inventory for Southern Veneer, and was unable to proceed because the provided file does not include any supporting
information for the calculations.
I have attached a scan of the 2020 inventory to show what I am talking aobut.
Please send me the supporting information for the calculated emissions so I can complete my review.
Thank you,
Jeff

Hi Jeff,
Please find attached the copy of the AERO forms and supporting documentation for your files. Please note that during the preparation of these pdfs, we
found a minor discrepancy but we are unable to edit the report in AERO at this time. For OS36-the throughput reported was 0.67 MMcf/yr but our
records show the value should have been 0.067 MMcf/yr of natural gas consumption. However, this typo does not impact emissions for this source.
Please let us know if you have any questions.
Thanks,
Sandra

Hi Sandra,
Yes, Matt left DAQ in late 2021. I am the engineer currently assigned to Southern Veneer, and also the Emissions Inventory coordinator.
I need to look into it more closely, but it looks like there’s a back end issue that will require me to contact our database team.
I’ll forward this to them and follow up when I hear from them,
Jeff

Good morning Jeff,
I just spoke with Matt and found out he is no longer with DEQ. He recommended that I speak with you to try to resolve this issue. I am unable to find any
data gaps in the equipment inventory and am not sure where else to look. The error states that operating scenarios are missing control efficiencies but no
operating scenarios are listed in the highlighted area. Can you please advise?

Hi Matthew,
We attempted to submit the 2021 emissions inventory for the Southern Veneer Specialty Products facility yesterday but the system isn’t allowing us to do
so. I looked through the system several times yesterday trying to troubleshoot the error but was unable to identify the solution. As you can see, the
system is flagging Operating Scenarios that have reported a Control System but no Control Efficiency. However, the list is blank. The system will not allow
submission until the errors showing on the page are resolved. Would you be able to help us resolve this or know who we should contact for this issue?
Thanks,
Sandra

Miscellaneous
1. Bark fired is calculated based on log usage and percentage of a log that is bark (assumes 80% of
bark originally on log is combusted). Dry fuel is estimated to be 15% of total fuel usage based on data
from Chester Plywood (sister plant).

Note:
1.Based on the 'Tables of Hazardous and Toxic Air Pollutants for North Carolina Emission Inventory and
Permitting Purposes' on the DAQ Emission Inventory web page, Toluene emission was below the de minimus
(minimum reporting threshold) values. Thus it was not reported in 2021 AERO.
