DAQ's Comments Regarding Inventory

100% Increase in NOx (despite only ~10% increase in throughput) for ES-02-B/OS 69, 2-stage dryer. This
significant difference is due to an updated emission factor based on a new stack test.
~41% decrease in VOC (despite ~10% increase in throughput) for ES-02B/OS 69, 2-stage dryer. These significant
differences are due to revised control efficiency employed in calculations. VOC control efficiency was re-
evaluated during stack testing that was completed in October 2021. The control efficiency for total VOC was
slightly reduced during the 2021 source test compared to 2018 results which is what yielding an increase in those
emissions. Formaldehyde control efficiency in 2018 was 96.8% but was demonstrated at 91.5% in 2021.
~20% decrease in Arsenic, Naphthalene, Benzene, Hexachlorodibenzo-p-dioxin, Methylene Chloride, POM,
Vinyl chloride results from ~25% decrease in operation for ES-02A/OS75 Energy system bypass mode.
~26% increase in Acetaldehyde, Acrolein, Cumene, Formaldehyde (~42%), Phenol, Phosphorus,
Propionaldehyde, results from ~10% increase in throughput for ES-02B/OS 69, 2-stage dryer and revised control
efficiency employed in calculations, as described above.

Here are my proposed corrections to Arauco’s Emissions Inventory Data for 2020-2021:

1. 2020 EI, Source ES-02-C1/OS86:
Change PM10 from 55.46 tpy to 0.03 tpy
Change PM2.5 from 55.46 tpy to 0.03 tpy

2. 2020 EI, Source ES-02A/OS75:
Change Chromic acid (VI) (Component of SolCR6 & CRC) from 0.209 lb/y to 0.009 lb/y

I spoke to our internal inventory Guru, who says she can open up last year’s data for me so I can change
it now, which will eliminate the appearance of large % changes in the emissions from last year for these

Explanations for changes in emissions from 2020 to 2021:
These are my proposed explanatory notes regarding changes in emissions from the 2020 EI.
Please take a look and see if there’s anything you disagree with.

100% Increase in NOx (despite only ~10% increase in throughput) for ES-02-B/OS 69, 2-stage dryer. This
significant difference is due to an updated emission factor based on a new stack test.

~41% decrease in VOC (despite ~10% increase in throughput) for ES-02B/OS 69, 2-stage dryer. These
significant differences are due to revised control efficiency employed in calculations. VOC control
efficiency was re-evaluated during stack testing that was completed in October 2021. The control
efficiency for total VOC was slightly reduced during the 2021 source test compared to 2018 results
which is what yielding an increase in those emissions. Formaldehyde control efficiency in 2018 was
96.8% but was demonstrated at 91.5% in 2021.

~20% decrease in Arsenic, Naphthalene, Benzene, Chromic acid (VI), Hexachlorodibenzo-p-dioxin,
Methylene Chloride, POM, Vinyl chloride results from ~25% decrease in operation for ES-02A/OS75
Energy system bypass mode.

~26% increase in Acetaldehyde, Acrolein, Cumene, Formaldehyde (~42%), Phenol, Phosphorus,
Propionaldehyde, results from ~10% increase in throughput for ES-02B/OS 69, 2-stage dryer and
revised control efficiency employed in calculations, as described above.

My apologies for the delay and missing your calls! I have been offsite at another of our facilities
supporting environmental compliance activities. I accepted a corporate role in the last 2 months and
am now supporting all of our North America sites and we are working on transitioning Moncure site
environmental compliance to another individual!

The emissions for OS51 are different than emissions from OS75. OS75 are emissions related strictly to
when the Energy unit is going to the abort bunker (during malfunctions, start up, shut down, etc). OS51
are emissions associated with the unit whenever wood (as opposed to natural gas) is the combustion
fuel source (emissions routed to the biofilter, not the abort bunker).

No worries, this is very helpful. This sort of thing is the reason why we do these QA reviews every year.
I greatly appreciate your quick responses and clear answers.

I’ll look this over more closely and put together a specific list of the changes to be made to both this
year and last year’s data so you can approve it.
If I remember correctly, we can’t make changes to last year’s data until this year’s data is locked, which
happens later in the fall, once they have all been reviewed.

I still have one thing that still I don’t feel like I understand – What is the origin of the emissions
entered in AERO for OS51/ ES02-A Energy Plant Wood Burning?
Are those emissions separate/distinct/different from OS75?

I’m making good progress reviewing the 2021 inventory for Arauco, and the spreadsheet you sent was
very helpful, but there are a few things I can’t quite sort out when I compare the emissions to last
year’s.
For convenience in discussion, I’ll make a list:

1. ~40% decrease in PM10/PM2.5 from a 3% INCREASE in operation for ES-02-C1/OS86, Backup NG
fired dryer burner?
It looks to me as though this difference is due to a typo in last year's emissions.
It looks like 55.46 lb/yr was entered as tpy rather than the correct value of 0.03 tpy for 2020
and was not caught because 2020 was the first year for the OS.
Do you agree with this assessment?
You are correct, lb/yr were entered instead of tpy. The correct value for 2020 is .03 tpy.

If this is the case, this is a significant difference in reported criteria pollutant emissions, and we
will probably want to go back and revise last year’s inventory data.
(I’ll do it, all I’ll need from you is confirmation.)

2. ~70% increase in SO2 from a 25% DECREASE in operation for ES-02A/OS75 Energy system bypass
mode?
Is this an error in data entry? The SO2 emissions in the spreadsheet you provided (0.37 tpy)
don’t match the value entered in ED/AERO (6.35 tpy).
6.35 tpy SO2 appears to be the value entered for ES02-A/ OS51 wood burning – maybe it was
entered accidentally?
Honestly, I’m a little confused here, because I don’t see OS51/ ES02-A Energy Plant Wood
Burning in the spreadsheet you sent.
Are these emissions being double-counted in OS75 and OS51? If so, which values are
correct?
The correct value is .37 tpy for bypass mode for 2021. I incorrectly entered for OS-02
softwood firing, which is found in the tab title “MDF-ES-02B.”

3. ~52% decrease in CrVI from a 25% decrease in operation for ES-02A/OS75 Energy system bypass
mode.
This also seems to be due to an error in data entry for 2020. ED/AERO shows OS75 emissions of
0.209 lb/yr for 2020, while the spreadsheet you gave me last year says 0.009.
Again this probably was not caught because 2020 was the first year for the OS, so there was no
previous data for comparison.
Do you agree with this assessment?
I agree, I believe this is an entry error (“fat finger”).

4. ~26% increase in Acetaldehyde, Acrolein, Cumene, Formaldehyde (~42%), Phenol, Phosphorus,
Propionaldehyde, from a ~10% increase in throughput for ES-02B/OS 69, 2-stage dryer and
reduced control efficiency employed in calculations. Do you have any explanation for the
change in control efficiencies used in the calculations from the previous year?
This was due to a VOC control efficiency change during stack testing that was completed in
October 2021. The control efficiency for total VOC was slightly reduced during the 2021
source test compared to 2018 results which is what yielding an increase in those emissions.
Formaldehyde control efficiency in 2018 was 96.8% but was demonstrated at 91.5% in 2021.
