Initial Review / Data Entry
Inventory Review
All forms and supporting documentation appear to be complete if paper submission (check ED OS data if electronic).
Contact, address, phone number changes entered into I-Beam/Facilities if necessary.
All known operating scenarios, control devices, and emission release points have been entered for each emission
source (permitted, insignificant, and unpermitted) or note that the emission source was not operated or not required to report.
Check if SCC codes for each OS are accurate and update if needed.
Evaluate "U" sources for significance and address according to policy.
Calculations / forms appear to add up correctly.
All compliance issues are being addressed (e.g. Toxics limits, above TV thresholds, large emissions
increase/decrease, installation without a permit).
All volatile HAPs/TAPs were included in the VOC total.
Calculations and control efficiencies appear correct. Emission factors are the best available and most current factors
appropriate for the reporting facility (e.g. stack testing, AP-42, etc.).
Review facility comments and address any issues.
Update ED (Data Entry Main) if additional information is required (corrections due date and date received).
Check all ED QA/QC reports.
Comparison with previous emission inventory must be made and outliers (> 10%) must be investigated and explained.
Put inventory review comments and summarize any changes in ED - Data Entry Main "DAQ internal comments".

EMISSION CALCULATIONS
Emissions are calculated by the following equation:
Yearly Emissions
Emission Factor (lb/tons brick) * Brick Production (tpy) = Emissions (lb/yr)
Emissions (lb/yr) / 2000 lb/ton = Emissions (tpy)
Note: The Formaldehyde emissions are multiplied by the wood usage instead of bricks usage.
After the wet clay is formed and coated it passes through the brick dryer and the kiln. The kiln is
sawdust fired. Combustion products and heat generated by the kiln are vented to the drum dryer
which dries the sawdust. From the drum dryer the exhaust is vented to the atmosphere. However, not
all of the heat from the kiln is vented to the wood dryer. Instead, some evaporative heat is routed to
the brick dryers and vented to atmosphere.
The AP-42 Section 11.3 is used to estimate the emissions from these emission units, except for
fluoride and hydrogen fluoride factors developed from a GSB test at Moncure.

b Emission factors from AP-42, Section 1.4, 7/98. The emissions factor in in lb/mmft3 of gas. The actual gas rate:
Formaldehyde Emission Factor =
0.0 MMBtu/hr / 1020 Btu/ft3 * 106 Btu/MMBtu / 10^(ft3/MMft3) =0.0000 mmft3/hr
c Using AP-42 background information, assume that total fluorides emission factor is 60% of the HF emission factor
Also DAQ requires that total fluorides include HF, therefore TF = fluorides + HF (lb/yr)
TF = (( 0.381 lb/ton * 0.60 ) + 0.381 lb/ton ) * Brick Production ton/yr * (1 - CE)

Factors for Drop Points
Equations obtained from page 13.2.4-3 of AP-42
E = k (0.0032) [(U/5)^1.3/(M/2)^1.4] (1-control eff/100) lb/ton
where: E = emission factor (lb/ton)
k = particle size multiplier (dimensionless)
U = mean wind speed (mph)
M = material moisture content (%)
E = k (0.0032) [(U/5)^1.3/(M/2)^1.4] lb/ton
where:
k = 0.74 for PM<=30 microns;
0.35 for PM<=10 microns;
0.053 for PM<=2.5 microns;
U = 15 mph
M = 10 % estimated from Table 13.2.4-1 of AP-42
PM <= 30 microns:
0.74 * 0.0032 * [(15 mph/5)^1.3 / (10/2)^1.4] = 1.04E-03 lb/ton
PM <= 10 microns:
0.35 * 0.0032 * [(15 mph/5)^1.3 / (10/2)^1.4] = 4.91E-04 lb/ton
PM <= 2.5 microns:
0.053 * 0.0032 * [(15 mph/5)^1.3 / (10/2)^1.4] = 7.43E-05 lb/ton

PM/PM-10/PM-2.5 Emissions = 3,450 lb/yr
Controlled Emissions = 3 lb/yr
* Due to the lack of emission factors for this type of operation, the industrial sand
dryer emission factor from AP-42, Section 11.19 was selected for use. It is felt that
this is a conservative factor because the factor is for mined quartzite that is
processed into sand, which is normally a dirtier operation than is conducted for
coatings at brick plants.

The vacuum systems, which all connect to a bag filter, are used to collect particulate matter from the empty kiln
cars at both the Brickhaven and Cape Fear Plants. VS-3 is used to remove sand at the sand seal discharge at the
Brickhaven Plant.
