Ms. Karyn Kurek of this office conducted an investigation on January 7, 2022 and observed a fresh pile of vegetative and synthetic debris on top of burnt debris located on your business property, next to a truck labeled Groundmaster Lawn & Landscape. She spoke with your employee who was operating the front loader near the truck and informed him that he was not allowed to transport these materials and burn them. A violation of North Carolina Administrative Code Title 15A 2D .1903, "Open Burning Without an Air Quality Permit" (copy attached) was doeumented during the inspection of this site. The rule states that the open burning of vegetative materials such as tree limbs and branches are permissible if the material burned originates on the premises of private residences and is burned on those premises. The property located at 735 Main Street SW, Concord, Cabarrus County is a business and not a private residence. You are responsible for seeing that all state of North Carolina open burning rules are followed at properties under your ownership. Therefore, this Notice of Violation is hereby issued to you as the registered agent of Groundmaster Services, LLC for violation of the above referenced state of North Carolina open burning rule. It is requested that a written response to this Notice of Violation be submitted to this office as quickly as possible, but no later than ten days following receipt of this notice. The response should describe any corrective actions that you have taken or plan to take to assure compliance with the above rule at all times. Ingie, We are in receipt of your letter dated January 11, 2022, in regard to a Notice of Violation 15A NCAC 2D.1903, "Open Burning". Ms. Kurek did come to the residence as we are a home business, and the office is a 10 X10 section of our sunroom, but Anthony nor myself were there. Our workers gave Anthony her card and he tried to call her as we had just missed her (dropping kids off at school), but her voice mail stated that she would be out of the office from sometime, and Anthony never followed up with her. When we received your letter; we were at home sick with COVID and are just now back in the office/on the job. For that we apologize, he should have followed up and allowed herlo come back out to see what in fact we had burned. We burned our Christmas tree (from our home at 735 Main St SW) along with five large bushes Anthony had to replace along our fence line that faces Remedy Church. We were not burning any plastic, Styrofoam, containers, or anything other than those five bushes and our Christmas tree. She should have been able to see that down in the bottom we have many piles of debris that we get from client's yards. We have leaf debris that we save and compost down to sell for those needing compost on their yard or those who want compost on their gardens. We have a huge pile of ungraded mulch which is from branches and bushes that we remove to sell as ungraded mulch for those who just need large areas mulched. Then we have many wood piles of trees that have been removed, and on occasion other tree companies will dump them here. That wood is chopped up to sell as firewood. The wood that is not chopped up you will see stacks of logs out that will be sent to savy-mills. I have went over the letter with Anthony and asked that he make sure the workers are aware that we are not to burn any yard debris that does not come from our actual yard. I made them aware of local facilities that will take in yard waste that we would not re-use, which is very little. ^^incereiu, 3
