Dear Mr. Teal:
This office recently received a telephone call from a concerned citizen regarding possible
open burning at your residence. The caller indicated that you may be burning trash and synthetic
materials including plastics and non-vegetative materials.
Previous inquiries from citizens indicate some confusion about what burning is legal.
Since 1971, North Carolina Air Quality rules have prohibited the open burning of most materials.
Only tree leaves, branches and other plant growth generated on an individual's property can be
burned on the same property under certain conditions. Burning of non-vegetative materials is a
violation of North Carolina Administrative Code Title 15A 2D .1903(b)(1)(C), "Open Burning
Without an Air Quality Permit" which prohibits burning of "non-vegetative materials, such as
household garbage, lumber, or any other synthetic materials". Please find enclosed a copy of our
open burning brochure.
The purpose of this letter is to advise you of the state's open burning rules. If vou are
disposing of your garbage or trash by open burning, you should cease this practice in accordance
with the requirements of the open burning rule.
