I have reviewed the updated sulfur dioxide (SO2) dispersion modeling analysis, received February 5, 2019 and updated on March 27, 2019 for Blue Ridge Paper Products located in Canton, Haywood County, North Carolina. The analysis was submitted due to a change in stack parameters based on measured values from stack testing. This modeling is an update to the modeling discussed in the October 25, 2018 memo on the modeling that was received on March 6, 2018 along with a complete permit application including SO2 emission limits in accordance with the Special Order of Consent SOC 2017-002 to demonstrate compliance with the one-hour SO2 NAAQS. Two recovery furnace scenario emission rates were evaluated using AERMOD (18081): first during normal operations burning black liquor solids (BLS) and second during startups and shutdowns burning ultra-low sulfur diesel (ULSD). Five years (2012-2016) of onsite meteorological data augmented with surface data from Ashville and upper air data from Peachtree City, GA was used to evaluate impacts. Direction-specific building dimensions, determined using EPA’s BPIP-Prime program (04274), were used as input to the model for building wake effect determination. Initial receptors were spaced at a receptor spacing of 50 meters along the fence line and cartesian grid receptors extended outward from the fence line to 1.5 kilometers at 100 meter spacing, from 1.5 kilometers to 3 kilometers at 250 meter spacing, from 3 kilometers to 6 kilometers at 500 meter spacing, and from 6 kilometers to 10 kilometers from the plant at 1 kilometer spacing. Because the maximum impact was at the transition from 250 meter to 500 meter spacing, an additional grid of receptors with 100 meter spacing was located centered on the previously modeled maximum impact location. Results of the 2010 1-hour SO2 NAAQS analysis are presented below for the receptor with the maximum impact (southwest of the facility). Source parameters and emission rates used in the modeling are attached.
