Introduction•
On April 8, 2022,Blair Palmer,Environmental Specialist II of the DAQ-WSRO,performed a drive-by inspection of
Carolina Sunrock LLC-Burlington North near Burlington,NC. This is considered a greenfield site. As of the time of this
inspection,no construction activity has taken place. The facility's permit was issued on October 19, 2021, and this is the
facility's first inspection.
Applicable Regulations:
Applicable regulations listed in the permit are 2D .0202, 2D .0501,2D .0503, 2D .0506, 2D .0510, 2D .0515, 2D .0516,
2D .0521, 2D .0524 (40 CFR 60, Subpart I, Subpart 000),2D .0535,2D .0540,2D .0605, 2D .0611, 2D .1100,2D .1806,
2Q .0315, 2Q .0317 (Avoidance)and 2Q .0711. This facility will not be subject to RMP requirements of the 112(r)
program since it will not use or store any of the regulated chemicals in quantities above the threshold levels in the rule.
However,the facility is subject to the General Duty clause of the 112(r)program.
Stack Test Requirements:

Discussion:
The facility's operations will consist of an asphalt plant and batch concrete plant.
The facility is required to submit annual reports for CO and SO2 emissions,production, and fuel certification. The last
annual report was received on January 19, 2022. The reports state that the facility is not yet in operation and thus there is
no information to report.
