Center near Prospect Hill,NC. This is considered a greenfield site. As of the time of this inspection,no construction activity has taken place. The facility's permit was issued on October 19, 2021, and this is the facility's first inspection. Applicable Regulations: The facility is subject to the following 15A NCAC regulations(and Federal)as follows: 2D .0202, 2D .0501,2D .0503, 2D .0506,2D .0510, 2D .0515, 2D .0516, 2D .0521,2D .0524 (40 CFR 60, Subpart I, Subpart IIII, Subpart JJJJ, Subpart 000),2D .0535,2D .0540, 2D .0605, 2D .0611, 2D .1100, 2D .I 111 (40 CFR 63, Subpart ZZZZ),2D .1806, 2Q .0315, 2Q .0317 (Avoidance)and 2Q .0711. This facility will not be subject to RMP requirements of the 112(r)program since it will not use or store any of the regulated chemicals in quantities above the threshold levels in the rule. However,the facility is subject to the General Duty clause of the 112(r)program. Stack Test Requirements: No stack tests have been conducted at the facility Discussion: The facility's operations will consist of an asphalt plant and batch concrete plant. The facility is required to submit annual reports for NOx, CO and S02 emissions, asphalt plant and quarry production production, fuel consumption, and fuel certification. The last annual report was received on January 19,2022. The report states that the facility is not yet in operation and thus there is no information to report. 4 Compliance History: No NODs or NOVs have been issued to the facility since its permit was issued on October 19,2021. Permit Discussion: None noted at this time. Conclusion• Based on visual observations and the fact that there is no functioning facility at the site,this facility appears to be in compliance with Air Quality standards and regulations at the time of this inspection. 5
