DIRECTIONS The address for this facility on the cover page of this document,403 Gravel Plant Rd.,is not the physical address for this facility. That address is for one of B.V.Hedrick's operating facilities south of US 74 (Andrew Jackson Hwy). For directions,use the below instructions or the coordinates of 34.99089-79.9765. From FRO take 195 Bus S for 6.3 miles and merge onto US 301 S towards Parkton,turn right onto NC l HWY 71 and continue to follow NC HWY 71 for 28 miles until HWY 74 and continue for 44 miles to Lilesville. In Lilesville,turn right at the flashing caution light onto 5th Street(at elementary school). Follow 5th Street, and bear left to continue on Wall Street, go- 1/2 mile to Stanback Ferry Road. Turn right and go '/2 mile to Ingram Mountain Road,turn right and go—1 mile. Proposed quarry site is located on the left past gate. I. SAFETY Currently there are no mining activities taking place at this facility. Standard DAQ safety gear will be required if mining operations ever commence. IL FACILITY/PROCESS DESCRIPTION The following description is what was proposed for the facility originally. This facility is a 350 ton per hour throughput capacity crushing/screening operation that processes granite aggregate products, using a primary jaw crusher with a capacity of 250 tons per hour. The granite is mined from the quarry by drilling and blasting the material. Material from the quarry is loaded into haulage trucks via power shovel or front end loader and conveyed to the primary crusher. A grizzly feeder is utilized to remove undersize material,and oversize material is fed to the primary crusher, which is described as a jaw crusher,250 tons per hour maximum throughput with a 6-inch crusher setting. Discharged material from the crusher is sent to various secondary screens and a secondary crusher in order to obtain various sizes of aggregate materials. The materials are stored in piles on site, and loaded into trucks via front end loader for shipment to the customer. There is no washing of product at this site. Particulate emissions are controlled by water sprays on the crusher, screens, and conveyor transfer points. There are no stationary reciprocating internal combustion engines at this site. III. INSPECTION SUMMARY On 8 December 2022,I,Mike Turner, of the Fayetteville Regional Office of DAQ, spoke to the VP of Land Management for this facility,Jason Conner. I called to inquire if this facility would need help completing their emissions inventory,which is due 2 March 2022. Mr. Conner stated he would not need help because this facility has not operated since 2012,but he is aware an EI and permit renewal is due anyway. He informed me he had yet to receive the renewal reminder letter that contains their AERO user name and password,and requested I email him a copy,which I did. Mr. Conner stated this facility did not operate in 2022,there are no plans to operate in 2023,and has not operated at all since 2012. Mr. Conner stated there is no equipment on-site, including generators or boilers. I emailed Mr. Conner the FacFinder for this facility and he stated no changes were needed. On 8 December 2022,myself and Kris Cornelius,also of FRO DAQ,visited the site of the facility to verify its status. The facility was not operating and there was no equipment on-site. V. 112r APPLICABILITY This facility does not store any of the listed chemicals above threshold limits and is not required to maintain a written Risk Management Plan(RMP). VI. NON-COMPLIANCE HISTORY SINCE 2010 There have been no prior DAQ violations in this facility's permitted history. VII. CONCLUSIONS AND RECOMMENDATIONS B.V. Hedrick Gravel and Sand Company appeared to be operating IN COMPLIANCE with their current air permit at the time of inspection on 8 December 2022.This facility has not operated since 2012 and there is no equipment on-site.
