Cofield,NC 27922 Mr. Fox; As required under the Air Permit No. 101.26R01 for the W.E.Partners 11,LLC facility located at Lewiston, NC,Wellons Inc.conducted boiler tuning on the boilers at the site. As you are aware,the facility has three (3)600 HP biomass boilers installed at the facility. I conducted various trials with the boilers to minimize boiler emissions while maximizing the efficiency of the combustion process. While the permit language requiring a boiler tune-up is more directed toward a fossil fuel boiler,the summary of the requirements are outlined below. i. Boiler Tune-up (40 CFR 63.11223) —An initial boiler tune-up is required upon startup of the source. A biennial tune-up is also required and shall be conducted no more than 25 months after the previous tune-up. If the unit is not operating on the required date for a tune-up,the tune-up must be conducted within one week of startup.The tune-up shall include the following: A. As applicable,inspect the burner,and clean or replace any components of the burner as necessary (the Permittee may delay the burner inspection until the next scheduled unit shutdown, but must inspect each burner at least once every 36 months). B. Inspect the flame pattern,as applicable,and adjust the burner as necessary to optimize the flame pattern. The adjustment should be consistent with the manufacturer's specifications, if available. C. Inspect the system controlling the air-to-fuel ratio, as applicable, and ensure that it is correctly calibrated and functioning properly. D. Optimize total emissions of carbon monoxide. This optimization should be consistent with the manufacturer's specifications,if available. E. Measure the concentrations in the effluent stream of carbon monoxide in parts per million, by volume, and oxygen in volume percent, before and after the adjustments are made(measurements may be either on a dry or 11Page wet basis, as long as it is the same basis before and after the adjustments are made). F. Maintain onsite a biennial report (in addition to the annual report requirements of item f.iv. below)containing: I. The concentrations of CO in the effluent stream in parts per million, by volume, and oxygen in volume percent, measured before and after the tune-up of the boiler. II. A description of any corrective actions taken as a part of the tune- up of the boiler. III_ The type and amount of fuel used over the 12 months prior to the biennial tune-up of the boiler. During the tune-up and commissioning process,several runs of test data were taken to determine the current emissions profile as well as to develop a plan to minimize emissions by adjusting the air/fuel ratios. An inspection of the boiler grate was completed and no issues were noted with the grate, furnace and fuel delivery mechanisms. Data documenting the 02 and CO emissions were taken before,during and after completion of the tuning exercise. Please see attachment which documents the emissions profile. As required by the Air Permit,this tune-up will need to be repeated biannually going forward.Therefore, we will need to schedule another tune-up to be completed prior to February,2018.
