The testing was performed by Analytical Testing Consultants, Inc., (ATC). During testing, the particulate matter (PM) emissions from the boilers were demonstrated to be below the applicable emission limits. The carbon monoxide results are acceptable to establish the carbon monoxide emission factor. The emissions sources tested were three biomass-fired boilers(green wood, cotton gin residue, soybean and peanut crop residuals)ESB-1,ESB-2 and ESB-3. Each boiler is controlled by one multicyclone each (MC-1,MC-2,and MC-3 respectively)and an electrostatic precipitator ESP-1. The boilers are subject to 15A NCAC 2D.0504 Particulates from Wood Burning Indirect Heat Exchangers,40 CFR 60 Subpart Dc Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units,40 CFR 63 Subpart JJJJJJ National Emission Standards for Hazardous Air Pollutants for Industrial, Commercial, and Institutional Boiler Area Sources, and 15A NCAC 2Q.0315 Synthetic Minor Facilities,to avoid the applicability of 15A NCAC 2Q.0501 Purpose of Section and Requirement for a Permit. The results for the boiler are summarized in the following table: ESB-1,ESB-2,ESB-3 Boilers EPA Method 5 and 10 Emissions: May and June 2012 Test Results: Pollutant Test Results Emission Limit ApElicable Realzlation.I Cam fiance PM 0.0079 lb/mmBtu 0.43 lb/mmBtu 15A NCAC 2D.0504 Yes 0.071b/mmBtu 63 Subpart JJJJJJ Yes CO 174 tpy 100 tpy(permitted at 15A NCAC 2Q.0315 NA 0.45 lb/mmBtu 0.32 lb/mmBtu) 15A NCAC 2Q.0501 lb/mmBtu=pound per million Btu lb/hr=pound per hour tpy=tons per year @ 8760 hours per year Permit condition specifies an CO emission factor to demonstrate compliance with 100 tpy pursuant to 15A NCAC 2Q.0315 Synthetic Minor Facilities to avoid the applicability of 15A NCAC 2Q.0501 Purpose of Section and Requirement for a Permit. The emission factor based on test results was calculated to be 0.45 lb/mmBtu. The subject test results are considered an acceptable demonstration of compliance with the applicable PM limits. The CO test results are acceptable to determine a CO emission factor.
