I've put the data on Rob Fisher's desk for him to determine what DAQ will need to do with respect to the deviations. I'll let you know what his decision is as soon as I find out myself. I do have one other record request-do you have the 2016 annual compliance report required under 6.1 in your file? We did not find a copy of it while at Lewiston. It's the report that's supposed to just state whether you believe you've been in compliance with 6.1 for the last year, and if not, list the deviations/issues you've experienced. I'm assuming these are days you've pulled out of the average when the boilers were not operating? It's my understanding that Valley tends to go down over Saturdays-Sundays, and then startup back up Monday first thing. Could the calendar dates be shifted off one day with the data? If any of the boilers completed startup sometime during those Mondays,those operating hours need to be included in the 30-day average. I did see for some days partial hours were provided, so I assume the removed hours are associated with startup or shutdown? According to the test report and your 6J monitoring plan the minimum is actually 3.4 kW. Historical inspection reviews and copies of secondary power data in the DAQ file cited the 12-hr averages have had a safe margin (greater than 4 kW), so I think this 6.1 issue with the low power is isolated to operations in CY2016. I calculated the 30-day rolling averages as well and highlighted the averages showing less than 3.4 kW. The period where the 30-day average is below minimum runs from the middle of 3/25/2016 to 5/30/2016. The file is attached for you to review. Just FYI, during the inspection we copied about 85 daily checklists(and the days before and after)where either/both of the AM/PM 12-hr averages were below 3.0 kW. Many of these records clearly show the boilers running all day at normal load over several days with low secondary power. The monitoring plan cites in the event any 12-hr average goes below 3.4, operators are to notify management. I've been comparing some of the daily checksheets to the hourly data, and I think I understand the hourly data for each calendar day is actually for the day before.
