SUBJECT: State BACT Analysis Application

Dear Mr.Cottrell:
This letter is written to provide notification that the North Carolina Division of Air Quality(NCDAQ)has
received your Best Available Control Technology(hereinafter"SB3 State BACT")application, and the submittal is
currently under review. Consistent with current policy any subject source that submits and maintains a complete
application is deemed to be in compliance with SB3 State BACT until such time as the NCDAQ processes your
application resulting in a revised permit containing BACT limits. However, in order to maintain a complete application,
additional action is required. Beginning on January 2, 2011,as a result of actions taken by the federal Environmental
Protection Agency,greenhouse gases(GHGs) are now considered"regulated NSR pollutants." In order to maintain a
complete application,please submit within 60 days of receipt of this letter a BACT analysis for GHGs. The revised
submittal for GHGs should include a BACT analysis and proposed BACT limits for GHGs. Please note that,as for all
NSR regulated pollutants,NCDAQ will follow BACT procedures for GHGs consistent with North Carolina and Federal
Laws. Please submit this revised analysis to:
