Per the requirement for Air Permit No. 10126R00, Section A, Specific Conditions and Limitations,
Paragraph 6, 15 A NCAC 2D.0524 "New Source Performance Standards", NSPS Reporting
Requirements. This paragraph stipulates that permit holder is required to notify the Regional Supervisor,
DAQ, in writing, of the commencement date of construction(40 CFR 60.7).
Please accept this memorandum in meeting this requirement of notification that physical, on-site
construction will commence on March 28, 2011, on the biomass cogeneration facility at 3539 Governors
Rd, Lewiston-Woodville, North Carolina.
