Dear Mr. Goble:
Mr. Joe Foutz of this office performed an inspection of Royale Comfort Seating, Inc. - Plant No. I
located at 141 Alspaugh Dam Road, Taylorsville;Alexander County,North Carolina on July 20,
2022. During that inspection, Mr. Foutz discovered that the following equipment had been installed and
was operational with the treated air emissions being exhausted to the outdoor atmosphere.
• Two glue spray booths with each booth consisting of 2 glue spray stations.
An air quality permit has not been issued by the Division of Air Quality for the construction and
operation of the above mentioned air emission sources. Therefore,this Notice of Violation is issued to
Royale Comfort Seating,Inc. —Plant No. 1 for violation of North Carolina General Statute 143-215.108
"Control of Sources of Air Pollution; Permits Required" before July 20, 2022. A copy of this Statute is
attached for your information.
It is requested that permit applications forms be completed and submitted to this office as soon as
possible but no later than thirty days from the date of receipt of this notice. Two copies of the completed
application forms should be submitted. The permit application forms are available at

A permit processing fee of$ 3,090 is required for the above requested application. The fee should
be submitted in the form of a check or money order made payable to the North Carolina Department of
Environmental Quality. Your application must include a copy of your written request for a
"determination of consistency" with any local government zoning or subdivision ordinance bearing the
date of receipt entered by the clerk of each local government having jurisdiction. The zoning consistency
determination information is available at https:Hdeq.nc.Rov/zoninaconsistency.
Please submit a written response to this office as quickly as possible, but no later than ten
days following receipt of this notice. Your response should describe any corrective actions that have
been taken by the company to assure compliance with the referenced rule at all times. Your response
should also include a date by which you expect to submit the permit application referenced above.
Please be advised that the violation cited in this letter is considered a deviation of your Title V
Permit.This violation must be included in your semi-annual reports and/or annual compliance certification,
as outlined in your Title V permit.
It should be noted that the violation cited in this letter or any additional documented violations
could result in the initiation of an enforcement action by this office in accordance with North Carolina
General Statute 143-215.114A, which provides for the assessment of civil penalties
