REVIEW OF REGULATIONS: The Permittee shall comply with the following Environmental Management Commission Regulations, including Title 15A North Carolina Administrative Code(NCAC). The regulations that will be discussed in this application are shown in bold since existing regulations addressed in previous reviews and/or inspection reports will only be discussed below if affected by this application, deemed necessary by this permit writer,or if regulatory changes have been made. • 2D .0202—Registration of Air Pollution Sources • 2D .0515—Particulates from Miscellaneous Industrial Processes 0 2D .0521 —Control of Visible Emissions • 2D .0535 —Excess Emissions Reporting and Malfunctions • 2D .0540—Particulates from Fugitive Dust Emission Sources • 2D .1111 —NESHAP(Subpart ZZZZ) • 2D .1806—Control and Prohibition of Odorous Emissions • 2Q .0315—Synthetic Minor Facilities 2Q .0711 —Emission Rates Requiring a Permit 15A NCAC 2D .1806,"Control and Prohibition of Odorous Emissions" The facility shall not operate without implementing management practices or installing and operating odor control equipment sufficient to prevent odorous emissions from the facility from causing or contributing to objectionable odors beyond the facility's boundary. During the most recent facility inspection,no objectionable odors were detected beyond the facility's boundary. In addition,this office has not received any complaints regarding odors from this facility. Therefore,the facility is considered to be in compliance with 2D .1806. 5. APPLICIBILITY TO THE FOLLOWING: a. NSPS— The facility does not have any sources subject to NSPS. The fire pump is NOT subject to NSPS HII since it was manufactured in 1973,which is well before the applicability date. b. NESHAP— Subpart ZZZZ-Stationary Reciprocating Internal Combustion Engines (RICE)applies to the diesel-fired fire pump (ID No. I-PUMP). c. PSD INCREMENT TRACKING— This renewal does not affect PSD increment tracking. d. ATTAINMENT STATUS— This facility is located in an area that is either in attainment or unclassifiable for all pollutants. Permit Review Page 4 e. 112(r)— This facility is not subject to RMP requirements of the 112(r)program since.it does not use or store any of the regulated chemicals in quantities above the threshold levels in the rule. f. TOXICS— This facility is subject to toxics per 2Q.0711. This application does not trigger a toxics review. 6. FACILITY-WIDE EMISSIONS: Emissions were taken from the previous permit review.Any emissions changes from the replacement cool mixer are not significant and will not affect applicability to or compliance with any regulations.
