Dear Mr. Zarzar,
The Stationary Source Compliance Branch office has reviewed the results from the EPA Method 5/202 test
for total particulate matter(PM)and EPA Method 7E test for nitrogen oxides on the Staged Turbulent
Reactor STAR®, ID No. ES-5. The test results are acceptable to determine compliance with the applicable
standards.
Emission source ES-5 is a STAR®ash beneficiation process that processes fly ash and other ingredient
materials into commercial products. 15A NCAC 2D .0515 Particulates f•om Miscellaneous Industrial
Processes applies to ES- 5 and limits total PM emissions to 42.1 pounds per hour.The test results for Total
PM are 10.76 pounds per hour(<42.1 pound/hour limit). Permit condition 2.I.A.5 states that the Permittee
shall verify the NOx emission factor specified in permit application No. 1900134.18A by testing the
reactor ES-5 for NOx emissions. The NOx emissions were tested and reported as .085 pounds per million
Btu of heat input. The results are acceptable to demonstrate compliance.

Grace Consulting performed EPA Method 5/202 total particulate matter(PM) and EPA Method 7E
nitrogen oxides(NOx)emissions testing of ES-S.The emissions test results demonstrate compliance with
the applicable total PM and NOx emissions limits as discussed below.
Emissions Source ES-5 is a STARO (Staged Turbulent Air Reactor)ash beneficiation process with a 140
million Btu per hour total maximum firing rate, processing feedstock(flyash and other ingredient
materials) into commercial products,equipped with an integral cyclone and bagfilter for product
recovery. Emissions are controlled by dry FGD scrubber CD-5A in series with baghouse CD-513.
15A NCAC 2D .0515 Particulates From Miscellaneous Industrial Processes applies to ES-5.The reported
process rate averaged 38.4 tons per hour.The 2D.0515 total PM emissions limit for this rate is 42.1
pounds per hour(lb/hr). Permit Condition 2.1.A.5 states"Under the provisions of NCGS 143-215.108,
the Permittee shall verify the NOx emission factor specified in Permit Application No. 1900134.18A by
testing the reactor(ID No. ES-5) for NOx emissions."The application review document for Permit
10583R0 dated June 5, 2019,states"Duke Energy estimated emissions from the Cape Fear STAR"
system at 0.34 pounds of NOx per million Btu." The test results are acceptable as presented below.
