HomeMy WebLinkAboutAQ_F_1900134_20221118_MOD_ModRvw_pdf DIVISION OF AIR QUALITY November 18, 2022 MEMORANDUM TO: Betty Gatano, Environmental Engineer, RCO Dena Pittman, Permit Coordinator, RRO FROM: Nancy Jone eteorologist, AQAB THROUGH: Tom Anderson, Supervisor, Air Quality Analysis Branch(AQAB) SUBJECT: Review of Toxics Air Dispersion Modeling—Duke Energy Progress, LLC — Cape Fear STAR Facility Moncure, Chatham County,North Carolina Facility No. 1900134 I have reviewed the dispersion modeling analysis, received September 6, 2022 for the Duke Energy Cape Fear STAR Facility in Moncure, Chatham County,North Carolina. Duke Energy submitted the modeling as an addendum to their permit application for a proposed fly ash beneficiation process at the site of the former Cape Fear Steam Electric Plant. This application triggered modeling requirements to evaluate those toxics whose rates are expected to exceed the levels outlined in 15A NCAC 2Q .0700. The modeling adequately demonstrates compliance, on a source-by-source basis, for all toxics modeled. Seven air toxics were evaluated facility wide in the modeling. AERMOD (21112)using five years (2014-2018) of meteorological surface data from Raleigh Durham and upper air data from Greensboro was used to evaluate impacts. Direction-specific building dimensions, determined using EPA's BPIP-Prime program(04274), were used as input to the model for building wake effect determination. Receptors were spaced at 25 meters around the facility's property line and in a nested grid out to 6,500 meters. Table 1 shows the maximum impacts as a percentage of the AAL while Table 2 shows the optimized impacts. Source parameters and unit specific emission rates used in the modeling are attached. Table 1.
