The facility was last inspected on March 17,2021 by this inspector and was found to be in compliance at that time due to being shut down. On June 9,2022,this inspector performed a site visit at 2211 Sandy Cross Road in Haw River,NC. This inspector was to able verify the shutdown status with an on-site visit on June 9, 2022. The facility has been shut down for several years. At the time of the inspection on June 9, 2022,the plant was not in operation. The property is located adjacent to the Martin-Marietta quarry at Sandy Cross Road. However,the facility's property is currently gated off with the only equipment remaining being the exempt storage tanks(I-ES4 to I-ES8). Safety: Safety Shoes, Glasses, Reflective Vest, Hardhats are required PPE for this facility. The facility was closed down and wheel chocks were not necessary. Applicable Regulations: Applicable regulations listed in the air permit include Title 15A NCAC, Subchapter 2D .0202, 2D .0506, 2D .0516, 2D .0521, 2D .0524(40 CFR 60, Subpart 1),2D .0535,2D .0540,2D .0611,2D .1100, 2D .1806, 2Q .0309, 2Q .0315, 2Q .0317 (213 .0530 and 2Q .0711 avoidance). This facility is not required to implement a Section 2 112(r) risk management plan (RMP) in accordance with federal regulation 40 CFR 68, because they do not purchase, produce, use or store any of the regulated chemicals in quantities above their corresponding threshold limits in the rule. However,the facility is subject to the General Duty clause in this rule. Discussion: As discussed in the introduction,the facility is not currently operating at 2211 Sandy Cross Road. The emission sources, except for several exempt storage tanks, have been removed from the property. There are several piles of possibly recycled asphalt pavement(RAP)or shingles(RAS) on the campus as well. On June 9, 2022,the facility's Contact and Environmental Compliance Manager, Mr. James Washburn, confirmed that the facility has no plans for resuming operations. However,the company wishes to retain the permit. Summary: S.T. Wooten Corporation-Haw River Asphalt appears to be in compliance with all applicable air quality standards and regulations as the facility is not currently operational. 3
