1. Optima TH does not believe this equipment is being classified correctly. The PSA trains should be Control
Devices
2. and not Emission Sources as it acts as a "filter media" used to "remove air pollutants" before it is discharged into
3. ambient air. When utilized in conjunction with a flare the PSA and flare act as a Control System to treat waste
