Cape Fear STAR Facility Facility ID : 1900134 500 C P and L Road Permit : 10583 Moncure,NC 27559 County : Chatham DAQ Region : Raleigh DAQ Internal Comments: Change to emissions requested by Erin W. (Duke) on OS-6 - 609 pounds styrene submitted- should be sulfuric acid. Added Unit type and SCC code to OS-6 then changed styrene emissions to 0 pounds and added H2SO4 as a pollutant and 609 pounds emitted. Changed the form of combustion metals on OS-4 and OS-6 for regional consistency - discussed with facility. Emission factors on OS-3 for the I-11 Dome and ES-6 -byproduct silo and hours of operation were updated in calculations which changed the emissions; updated per request by facility. The emissions increases from 2020 to 2021 for particulates, CO,NOx, S02, arsenic, beryllium, cadmium, chromium, cobalt, lead, manganese, mercury, and nickel are related to the fact that the initial startup of the STAR facility was in December of 2020. The emissions from CY 2021 are representative of what should be AZnormal k operations. VOC increases are due to a combination of the fuel usage and the startup of the STAR facility. Changes in S02 emissions in particular are shown as+1,069,950%. This is from the CEMS data AZ S02 emissions are greatly influenced by use of flyash in the STAR; flyash usage began in 2021. HCl and H2SO4 have 0 emissions reported in 2020; the % change is shown on the facility totals report as N/A because there was no value to compare to,but the increase in emissions is due to the fact that the STAR ran on flyash in 2021. The emissions of benzene and formaldehyde decreased by 56%because the engines operated less in 2021. 25 Approved COR Date Submitted: 10/13/2022 09:47:50 Facility Name: Duke Energy Progress, LLC - Cape Fear STAR Facility Facility ID : 1900134 500 C P and L Road Permit : 10583 Moncure,NC 27559 County : Chatham DAQ Region : Raleigh Comments From Reviewer: 26 27
